About us
The City of Austin Employees Retirement System (COAERS) is a defined benefit plan that provides retirement, disability, and death benefits for City of Austin employees and their beneficiaries. COAERS serves more than 10,000 active members and more than 7,000 retirees and surviving beneficiaries. As of September 2021, the assets of the Fund totaled $3.4 billion. COAERS was established in 1941 by City ordinance. Since 1991, COAERS has been governed by Texas state law (Article 6243n, Vernon's Texas Civil Statutes).

Congratulations to COAERS CIO David Kushner, who was recently honored by Institutional Investor for his leadership.
Institutional Investor held a celebratory lunch at our Public Funds Roundtable on May 1 to recognize distinguished Chief Investment Officers of public funds for their outstanding accomplishments within investment, innovation, and leadership. Honored were John Skjervem, Chief Investment Officer, Utah Retirement Systems, Molly Murphy, Chief Investment Officer, Orange County Employees Retirement System and David Kushner, Chief Investment Officer, City of Austin Employees' Retirement System. Each of these three outstanding investors have had a great impact on the sustainability of the overall pension system throughout the years and their leadership has served as a template for others to navigate investment boards, fostering good culture, advocating for a better internal compensation, leading pension systems through difficult times, and establishing better alignment between LPs and GPs. They continue to advocate for a better alignment in the industry and their thought leadership is being recognized by Institutional Investor as a gold standard in the industry.
