About us
The Coleridge Initiative is a nonprofit organization working with governments to ensure that data are more effectively used for public decision-making. We do this both by providing a platform to securely link confidential data within and across states and agencies, and by providing data literacy training to agency staff. Our platform is the Administrative Data Research Facility (ADRF) which is a secure, FedRAMP-certified, cloud-based environment that enables government agencies to link their longitudinal data with other states and agencies. We train state and federal partners to use the ADRF through the Applied Data Analytics (ADA) training programs which are modular, project-based trainings that allow agency staff to work hands-on with their own data. The ADA programs train agency staff to use modern data analysis methods to answer real-world questions and develop open-source tools that can be used after training ends to improve decision making. One of the flagship offerings of the initiative is the Administrative Data Research Facility (ADRF) which provides a secure platform for agencies to host confidential micro-data. The initiative also offers a training program in applied data analytics developed specially for public policy professionals. The curriculum is designed to train public sector professionals and researchers in cutting edge analytical skills. The program teaches participants in, among others, data management, record linkage, machine learning, text analysis, inference and privacy techniques by using real micro data to solve policy problems.

The Administrative Data Research Facility (ADRF) is driving impact across government agencies. Through the ADRF, researchers and policymakers gain access to a collaborative platform that enables them to conduct rigorous analyses and evaluate the effectiveness of various policies and programs. From measuring the impact of public policies and the delivery of state programs, the ADRF serves an accessible cloud-based environment. One standout example is our collaboration with the state of New Jersey to expand access and use of linked, de-identified administrative data. New Jersey shared data from the NJ Statewide Data System to the ADRF which has expanded the access and analysis of data to improve governance efforts, policymaking, and performance of public initiatives for NJ residents. Some of the Democratizing our Data Challenge (DDC) teams have completed their projects over the last year, including the New Jersey, Kentucky, and Wisconsin teams. ➡️ The New Jersey team completed their DDC project in March 2023. This project, completed by researchers at the Heldrich Center at Rutgers University, focused on developing a publicly available data model for state K-12 data submissions to the ADRF. ➡️ The Kentucky team completed their DDC project in March 2024. Led by the Kentucky Center for Statistics (KYSTATS), this collaboration expanded the Multi-State Postsecondary Report Dashboard to include Indiana and Tennessee postsecondary completers. ➡️ The Wisconsin team completed their DDC project in June 2024. Led by the Wisconsin Department of Workforce Development, this project developed an Unemployment-to- Reemployment portal in Wisconsin. Our Democratizing Our Data Challenge (DDC) enables government agencies to scale and replicate data products, such as tools tracking state unemployment insurance statistics or dashboards tracking student outcomes from education to the workforce. The DDC builds a community of practice around the use of administrative data for the public good, where teams gain knowledge that can benefit other teams within their respective DDC cohorts. The Democratizing our Data Challenge Round 1 Wisconsin team completed their project in June 2024! Led by the Wisconsin Department of Workforce Development, this project developed an Unemployment-to- Reemployment portal in Wisconsin. This interactive data visualization tool utilizes de-identified Unemployment Insurance claims data to show real-time labor market information. The portal features tiered access, which aligns data granularity with user access permissions and needs in Coleridge Initiative’s Administrative Data Research Facility (ADRF).
