November marks Native American Heritage Month. As we celebrate the vibrant cultures, resilience, and invaluable contributions of Native communities throughout Colorado and beyond, this month serves as an opportunity for us to not only celebrate but deepen our partnerships with Indigenous communities in the pursuit of a more equitable and inclusive justice system but also to continue raising awareness. At DCJ, we recognize that meaningful progress comes from collaboration. Through strong partnerships with Tribal Nations and Native-led organizations, we continue our commitment to initiatives that address the unique needs of Indigenous communities, promote healing, and create pathways for restorative justice. Our office has been deeply engaged and focused on initiatives addressing the crisis of Missing and Murdered Indigenous Relatives (MMIR). In September, through collaborative partnerships, the inaugural Missing and Murdered Indigenous Relatives Interstate Law Enforcement Collaboration in Ignacio, Colorado was launched. Key dignitaries and representation included the Navajo Nation Division of Public Safety, Southern Ute Indian Tribe, Ute Mountain Ute Tribe, Arizona, Utah, New Mexico, Oklahoma and Montana. The agencies collaborated and shared views of fostering cross-jurisdictional cooperation, cultural sensitivity and victim-centered approach. In the same month, Director Matthew M. Lunn, Ph.D., and Director Melody Delmar, MSW presented the goals and achievements of our OMMIR office to members of the American Indian Affairs Interim Committee, whose commitment and partnerships with our office have been invaluable in advancing our efforts in this space. A thriving workplace is built on the strength of its people, and fostering an environment that recognizes and nurtures talent is essential to our success. This month, we are celebrating and recognizing our very own talent- Amy Miller, MSW! Amy joined DCJ in 2022 as a grant program manager. Throughout her career at DCJ, with the support of Director Matthew M. Lunn, Ph.D. her Manager, Kelly Abbott, and colleagues, she has paved a path for growth and advancement here. As a grant program manager, she contributed to processing and managing 50+ grants in 2023 and in 2024 launched a new, federal grant program, the Byrne State Crisis Intervention Program, focused on reducing gun violence through statewide and local crisis intervention driven projects. Recently, she was promoted to grants program supervisor. Her unwavering commitment and contributions to DCJ’s state and federal grant programs, providing support and assistance with our grants process to external agencies have been invaluable. Congratulations to our Statistics Analyst, Mindy Duong! Mindy joined DCJ over a year ago. As a DCJ statistics analyst, she plays a critical role by interpreting data and providing insights that help organizations make informed decisions. This work helps us understand our communities by analyzing data, identifying trends, patterns, and relationships- ultimately helping us share Colorado’s narrative. During her time here, she has made impressive contributions. With the support of her manager Jack Reed and her collaboration with colleagues, she has coordinated an internship program, written and launched DCJ’s Quarterly Crime Statistics Reports and most recently was awarded the Exemplary Service in Crime Analysis Award from the International Association of Crime Analysts (IACA)! Mindy has been an active member of IACA since 2017, dedicating her time to various committees. Between 2023 and 2024, she played a key role in developing, writing, and editing the upcoming 4th edition of the IACA book, set to be published in 2025. Today is considered Wear Purple Day, which is dedicated to raising awareness about domestic violence and promoting efforts to end it. Typically celebrated in October to encourage individuals and organizations to wear purple clothing or accessories as a visible sign of solidarity with victims and survivors of domestic violence. Through our mission to support victims of crime and its work with programs that focus on domestic violence prevention and victim services, our colleagues participated in wearing the color to show support. This observance also ties into DCJ's work with the Victim Rights Act (VRA), Crime Victim Compensation programs, and Crime Victim Services funding including S.T.O.P. VAWA (Violence Against Women Act) funds, all of which aim to empower and assist survivors of domestic violence. Join us in supporting Wear Purple Day! Exciting News! We’re thrilled to announce that the Division of Criminal Justice, in partnership with the Colorado Bureau Of Investigation, has been awarded the prestigious 2024 Adam Walsh Act Implementation Grant from the U.S. Department of Justice, Office of Justice Programs (OJP)! This competitive grant provides crucial resources to enhance sex offender registration programs across the state. Thanks to this $400K award, we have a greater opportunity to further support local law enforcement with cutting-edge Live Scan Machines and Mobile Identification Devices, making it easier and faster to administer and verify the sex offender registry. Live scan machines are used by law enforcement agencies to capture fingerprints electronically for criminal booking, sex offender registration, background checks, and other purposes. Mobile Identification Devices can be used in the field by patrol officers who make contact with registered sex offenders and need to verify their identity. These technologies will enable officers to quickly transmit and confirm registry information both in the field and at the station, ensuring more efficient tracking and greater accountability for registered offenders. The criminal justice system often encounters individuals with mental health and substance use disorders—people who need support rather than incarceration. On Wed, Nov. 13 to Thu, Nov. 14, 2024, in collaboration with the National Criminal Justice Association and Policy Research Associates, Inc, we are hosting a one day-and-a-half Sequential Intercept Model (SIM) Symposium. Sequential Intercept Model (SIM) is a framework designed to help address the needs of individuals with mental health and substance use disorder who come into contact with the criminal justice system. The symposium is strategically designed to engage participants with their peers and hear from nationwide experts about best practices related to behavioral health programs and how other states support behavioral health and crisis response initiatives.
