About us
Community Energy Project, Inc. (CEP) is a 501(c)3 non-profit organization, incorporated in the State of Oregon since 1987. We began in 1979 as a project of Responsible Urban Neighborhood Technologies at the height of, and in response to, a national crisis in both energy commodities and social welfare, and in our 43 years, we have matured with our mission as our guiding force: We empower people—regardless of life circumstance— with the appropriate tools and resources to maintain healthier, more livable homes, control their utility costs and conserve natural resources. Our shared vision is a future where all people can afford to live in their homes with dignity, comfort, and safety. Our mission translates to service: We conduct over 100 ‘Do-It-Yourself’ community workshops for more than 1,300 families at over 140 different Portland-area locations annually. We adapt our workshops to the audience and cover a range of home-related topics: weatherization, home-energy education, and lead-poisoning prevention. For the less able bodied (low-income seniors and people with disabilities) we provide in-home services such as emergency safety repairs and installation of small-measure weatherization materials. We perform as many as 425 ‘services’ annually; oftentimes, it’s necessary to conduct repairs before weatherizing, so with 425 services we can assist roughly 300 families.

Oregon’s largest gas utility, NW Natural, has missed its own goal for acquiring renewable natural gas to offset its carbon emissions for a second year in a row. Our Executive Director, Charity Fain, is a member of the CPP's Rulemaking Advisory Committee. CEP is acutely aware of the fact that the marginalized communities we serve are most vulnerable to the energy and financial burdens caused by climate change. The CPP can equitably address climate change by centering environmental justice communities - including people of color, those with low incomes, seniors and people with disabilities, and those living in rural and coastal regions - who face worse impacts of climate-related issues. The people CEP serves – low-income households, BIPOC folks, seniors, disabled individuals, and other marginalized populations – are most vulnerable to the negative impacts of climate change for a variety of reasons. New research from The American Council for an Energy-Efficient Economy (ACEEE) found that on average, low-income households spend 17.8% of their income on #energy bills and transportation fuel, more than three times the national average. Policies designed to address energy affordability—such as bill assistance, weatherization, or efficient vehicle incentives—should be crafted with a special focus on groups that are disproportionately impacted by energy costs. CEP continues to advocate for policies that promote equitable access to safe and energy-efficient housing. We understand the barriers and motivators felt by our community and use this knowledge to guide decision makers in creating program design and delivery that are tailored to the needs of the marginalized populations we serve. Reducing outdoor pollution is crucial for the environment, but we can't ignore the risks of exposure to pollutants inside our homes. A new study from Stanford University sheds light on how much U.S. residents are exposed, indoors, to nitrogen dioxide from burning coal and gas. As with outdoor pollution, disadvantaged households may be more exposed. Because gas more easily spreads throughout smaller spaces, people in homes smaller than 800 square feet were exposed to 4x more nitrogen dioxide in the long term than people in homes larger than 3,000 square feet. Black and Latino households were exposed to 20% more nitrogen dioxide compared with the national average. Good ventilation, for example turning on the range hood or opening a window, helped to reduce exposure.
