CONCEPT Continuing and Professional Studies at Palo Alto University specializes in live and on-demand professional training developed for mental health professionals. Our programs are delivered by the field's leading researchers, scholars, and practitioners, and incorporate the latest evidence-based information and best practices to earn board-sponsored continuing education credits (CEs/CPD). We also provide group training and consultation, including evaluation of short- and long-term training outcomes, instructional design elements, and online pedagogy. CONCEPT was founded in 2009 by Dr. Patricia Zapf and was acquired by Palo Alto University in 2018 to become the Continuing & Professional Studies Division of the University. Palo Alto University is a small, private non-profit university dedicated to improving the human condition through excellence in teaching, research and scholarship in the fields of psychology and counseling. With an unwavering commitment to diversity and to the communities it serves, PAU offers doctorate, master's and bachelor's programs, as well as hands-on clinical training.   • According to the 2023 Gallup Poll, support for the death penalty in the United States has fallen to a 40-year low, with only 42% of Americans in favor—the lowest since similar surveys began. Conversely, opposition has risen to 58%, the highest since March 1972, when the Supreme Court temporarily deemed the death penalty unconstitutional unless applied impartially. This shift reflects broader societal concerns about the fairness and effectiveness of the death penalty. Factors such as increased awareness of wrongful convictions, concerns over racial bias, and growing advocacy against capital punishment have influenced public opinion.   • Juvenile life without parole (JLWOP) is a sentence that places a child 17 years old or younger in prison for life without the possibility of parole. The United States stands alone as the only nation that sentences youth to life without parole for crimes committed before turning 18. However, the momentum to protect youth rights in the criminal legal system is growing. As of 2024, twenty-eight states and the District of Columbia have banned JLWOP. In addition, nine more states do not have anyone serving life without parole for offenses committed before age 18, despite no formal legislation.   • It is undisputed that correctional facilities in the United States are facing a mental health crisis. Approximately 35% of individuals in state and federal prisons and over 40% of individuals in local jails have a history of mental illness, compared to 22.8% of the broader population. Yet, these facilities often lack adequate resources to address these needs. The lack of resources not only exacerbates the suffering of those incarcerated but also contributes to higher recidivism rates and increased costs for the system as a whole. Deinstitutionalization led to “trans-institutionalization,” which is the shift of individuals with severe mental illness from psychiatric institutions to correctional facilities. While the goal of deinstitutionalization was to establish community-based care, there were insufficient resources, and jails and prisons became de facto mental health providers for the mentally ill. Although the extent of this shift is debated, the high prevalence of mental illness in correctional settings is undisputed.
