NOTICE OF REVIEW of the 2023 CAPER for Cumberland County Cumberland County has prepared its Consolidated Annual Performance & Evaluation Report (CAPER) for Program Year (PY) 2023 (July 1, 2023 – June 30 2024). The CAPER’s purpose is to report on the County’s progress in achieving the goals and objectives for the CDBG Program outlined in its Five-Year Consolidated Plan, specifically PY2023. The Cumberland County Board of Commissioners will review the 2023 CAPER and receive public comments at their Board Meeting on October 24th, 2024 at 9:30AM. Until October 27th, the Executive Summary will be available for public review and comment on the Housing & Redevelopment Authorities of Cumberland County’s (HRACC) website, www.cchra.com, as well as at the following physical locations: Cleve J. Fredricksen Library (Camp Hill); Bosler Memorial Library (Carlisle); Coy Public Library (Shippensburg); New Cumberland Library (New Cumberland); Simpson Library (Mechanicsburg); East Pennsboro Library (Enola); and Amelia Givin Library (Mount Holly Springs) during their regular hours of operation. A copy of the CAPER Executive Summary may also be mailed upon request by contacting HRACC using the telephone or email contact information listed below. The Cumberland County Housing and Redevelopment Authorities (CCHRA) and the Borough of Carlisle are partnering to complete the Borough’s Five-Year Consolidated Plan and Analysis of Impediments to Fair Housing Choice (AI). The Plan and its accompanying Annual Action Plan will help assess the Borough’s community facilities, affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process, which is underway now, serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the U.S. Housing and Urban Development’s grant programs. How does eligibility for housing vouchers work? Eligibility for a housing voucher is determined by CCHRA based on the total annual gross income and family size and is limited to US citizens and specified categories of non-citizens who have eligible immigration status. In general, the family’s income may not exceed 50% of the median income for the county or metropolitan area in which the family chooses to live. By law, a PHA must provide 75% of its voucher to applicants whose incomes do not exceed 30 percent of the area median income.

PHFA's Health for Housing Investment program, which launched last week, will target projects recognizing the connection between stable housing and improved health outcomes for residents. PHARE funding supports HHI, which is being matched dollar-for-dollar by healthcare partners. In the 1st round of funding, we are providing $1.8 million in matching funds for 4 projects. Those include: • The 17th Street Community Corridor (Philadelphia) - $300,000 match (AmeriHealth Caritas and Temple Health – Temple University Health System) • Meadowbrook (Bucks County) - $824,950 match (Woods Services funds and in donated land); • North Park Avenue (Philadelphia) - $600,000 match (Jefferson Health, Penn Medicine, University of Pennsylvania Health System, and Temple Health); and • St. Katherine Drexel Place (Philadelphia) - $100,000 match (Trinity Health) You can learn more about this imitative at https://lnkd.in/ds-vCXN.
