The European Parliament passed a resolution on the situation of human rights in Afghanistan on 19 September 2024. It defined the plight of Afghan women as gender apartheid, as well as emphasised its recognition and codification in the Crimes Against Humanity treaty. The EU Parliament has also urged other EU member states to support the inclusion of gender apartheid in international law. The resolution denounces the mistreatment of women by the de facto regime following the enactment of their most recent morality law under "Promotion of Virtue and Prevention of Vice," which requires women to cover their entire body and not to speak aloud in public. MEPs stated that an independent investigation mechanism should be established by the UN and the Taliban should be held accountable through the International Criminal Court (ICC). MEPs further called on the states to avoid normalising relations with the de facto authorities, rather impose more sanctions on them for violating human rights and disregarding international norms. Since August 2021, the Taliban have issued over 60 decrees on the rights and freedoms of women, which have severely restricted their rights and excluded them from public life.
