About us
The Environmental Law Institute (ELI) makes law work for people, places, and the planet. Since 1969, ELI has played a pivotal role in shaping the fields of environmental law, policy, and management, domestically and abroad. Today, we enter our fifth decade as an internationally recognized, non-partisan research and education center working to strengthen environmental protection by improving law and governance worldwide. ELI conducts research on a broad spectrum of issues, producing reports and offering policy recommendations on critical areas of environmental governance here in the United States as well as abroad. Capacity building programs for public officials, judges, citizens, and factory managers are a large part of ELI’s agenda. ELI educates and builds bridges among the various environmental stakeholders through our Membership Program, which convenes environmental professionals from all sectors and offers seminars on timely topics presented by leading experts and practitioners. ELI also advances innovative and pragmatic solutions to today's environmental challenges through various publications, including the The Environmental Forum®, ELR-The Environmental Law Reporter®, and ELI Press, our book division.

Exciting!! Today, the Biden-Harris Administration announced an unprecedented all-of-government action plan to tackle Plastic Pollution in the United States! 🎉 This first-ever White House-level strategy and roadmap for ending #plasticpollution, “Mobilizing Federal Action on Plastic Pollution: Progress, Principles, and Priorities.” calls for reducing plastic production and consumption of virgin single-use plastic and commits to phasing out all single-use plastics in federal operations by 2035, with the near-term goal of 2027 for food service, events, and packaging. The White House strategy confirms the need to address plastic pollution at every stage of its lifecycle, from production to disposal and leakage. This life cycle approach follows recommendations by The National Academies of Sciences, Engineering, and Medicine expert panel I chaired, which called for a comprehensive U.S. plastic science and policy strategy in our 2022 congressionally-mandated consensus report, "Reckoning with the U.S. Role in Global Ocean Plastic Waste" Today’s announcement and roadmap from The White House underscores the urgent need to reduce plastic production and consumption, a step we’ve already taken in commitments made by Aquarium Conservation Partnership aquariums and zoos and that we have championed in recent legislation the Monterey Bay Aquarium backed in California. This announcement’s focus on human health and equity for vulnerable groups and communities is also in line with recommendations my colleagues and I made in a 2023 report of the Minderoo Foundation-Monaco Commission on Plastics and Human Health and expert reports from the International Science Council. I am also pleased to see the US announcement build on the legal and regulatory pathways for action that we identified in our recent report published by the Environmental Law Institute and Monterey Bay Aquarium. The Monterey Bay Aquarium is proud to see the United States taking greater leadership in this global crisis, and support continued international collaboration. Our nation must champion ambitious goals for a Global Plastics Treaty to effectively combat plastic pollution on a worldwide scale. #Composting can reduce greenhouse gas emissions, enrich soil quality, and lower costs of landfill disposals.
