The permit appeal process in Vermont needs to change. The current appeal process has delayed Windham & Windsor Housing Trust and Evernorth from bringing 25 homes to Putney Village for over two years, despite approval from The Environmental Court, Vermont Supreme Court, and Development Review Board. While Act 181 promotes housing, it doesn't address lengthy appeals that one individual can initiate. With Vermont needing 30,000 homes by 2030, we must streamline this process to prevent further delays - the families waiting to call Putney Village home shouldn’t have to wait any longer! Last Friday marked the grand opening of the newly renovated Yellow Barn in Hardwick, Vermont, and Cabot Creamery Cooperative’s new retail shop. The Yellow Barn 2.0 project involves the rehabilitation of both the iconic Yellow Barn and the new construction of a large “food accelerator” building that will strengthen the local food system with tenants Jasper Hill and Center for an Agricultural Economy (CAE) . The Low-Income Housing Tax Credit (LIHTC) program accounts for one-third of all apartment construction in the U.S. The State of Vermont uses its allocation to keep LIHTC-financed housing affordable indefinitely. Vermont’s perpetual affordability rule, in place since the early 2000s, has been effective in maintaining long-term affordability of its housing stock. This decade, the U.S. could lose close to 500,000 affordable homes. Other states can follow Vermont’s lead to create permanent affordability through their LIHTC-allocation.
