Earlier this month, NCFL President and CEO Dr. Felicia Smith attended the ribbon-cutting for Franklin County Regional Jail's newly renovated women’s dormitory, which will house female participants in the jail’s Substance Abuse Program (SAP) and Supporting Others in Active Recovery (SOAR) programs.
