About us
The Gateway Program is the most urgent infrastructure program in the country – a comprehensive rail investment program that will improve commuter and intercity services, add needed resiliency and create new capacity for the busiest section of the Northeast Corridor (NEC). The NEC is the most heavily used passenger rail line in the country hosting more than 2,200 train movements and 800,000 passenger trips daily. The Gateway Development Commission (GDC) is a single-purpose bi-State agency with Board members representing Amtrak and the States of New York and New Jersey. GDC is the project sponsor for the Hudson Tunnel Project.

Today, the Hudson Tunnel Project is close to signing a full funding grant agreement that will finalize $12 billion in federal funding – the greatest federal investment in a mass transit project in modern history. Megan has been called both the heart and the brains that made this moment possible. She played a critical role in growing GDC into an organization that has what it takes to deliver the largest and most urgent infrastructure project in America. Today, FTA Regional Administrator Mike Culotta signed a U.S. Department of Transportation RAISE grant document with Gateway Development Commission (GDC) that unlocks $25 million for a new bridge in New Jersey, a major step toward advancing plans to build a new rail tunnel under the Hudson River. The federal grant selection, announced last year, supports construction of a new Tonnelle Avenue bridge in North Bergen to take drivers over a railroad right-of-way that will be part of a future Hudson River Tunnel. The bridge will improve safety for pedestrians and reduce congestion and greenhouse gas emissions by reducing idling, while the future tunnel will better meet the needs of Amtrak and NJ TRANSIT riders and build resilience in one of the most significant transportation infrastructure projects to be undertaken in the U.S.

This is a summer represents a turning point for the Hudson Tunnel Project. By July, we’ll have $1B of construction activity in the ground and finalizing our Full Funding Grant Agreement (FFGA) with the FTA will lock in federal funds to complete the project. By the end of the year, we will have more than $5 billion in awarded construction activity in the ground, and a Tunnel Boring Machine ordered. GDC leadership attended the NJ TransAction Conference to share the latest updates, plus info about upcoming procurements, with our partners in the industry.
