About us

The GGTC Kyiv brings together representatives from various sectors, including government, business, civil society, and academia, to discuss and collaborate on digital reforms, share Ukraine's best GovTech practices, and contribute to global standardisation in digital governance and public services. In partnership with the Forum’s Centre for the Fourth Industrial Revolution Network and its affiliate, GGTC Berlin, the GovTech hub in Kyiv will launch a platform to showcase Ukraine’s GovTech achievements and foster cooperation between global governance bodies and communities. By leveraging technologies such as AI, IoT, and blockchain, with a strong focus on cybersecurity, the Kyiv Centre will cultivate an innovation ecosystem with both local and global impact. contact@kyivgovtechcentre.org

  • Our team at Global Government Technology Centre Kyiv has just returned from the GovTech Summit 2025 in London, where policymakers, tech innovators, and global leaders came together to discuss the future of digital governance. A huge thank you to PUBLIC and Founders Forum Group for organizing such a thought-provoking event! Here are some key takeaways from Kateryna Frolova Head of Innovation Gateway that resonate with our mission to drive GovTech innovation in Ukraine:  📌AI Regulation: Sector-Specific, Not One-Size-Fits-All  The UK is taking a sectoral approach to AI regulation, working directly with industries to co-develop policies that balance innovation with safety. The challenge now is execution—translating political will into better procurement, AI infrastructure investment, and access to public data.   📌 Public Procurement: From Compliance to Innovation  With £400B in public procurement, the UK is shifting towards agile procurement models, including pre-market engagement, regulatory sandboxes, and AI-driven supplier matching. These approaches make it easier for SMEs and startups to access government contracts and scale faster.    📌Open Innovation in Action  London’s Open Innovation Challenge has successfully run 27 calls on issues like pandemic recovery, cost of living, and job access. The key lesson? Public-sector innovation thrives when governments define real challenges first and then co-develop solutions with startups and private sector partners—rather than prescribing solutions in rigid tenders. Most importantly, GovTech Summit 2025 was a fantastic opportunity to connect with global leaders pushing the boundaries of digital transformation in government.   • 🤩 GGTC Kyiv moves ahead with its vision of a robust GovTech ecosystem built on trust and strategic partnerships. Today, GGTC Kyiv is proud to announce a pro bono collaboration with Info Sapiens, leveraging sociological monitoring to assess public perceptions of national governance and business technologies. 🤳 Through the Omnibus research, GGTC Kyiv and Info Sapiens LLC will systematically track public opinion on technologies adopted by government institutions and enterprises. The poll will also examine the frequency of public engagement with state services and identify key GovTech priorities. As highlighted by the World Economic Forum’s Global Agenda Council on the Future of Government, 21st-century governance demands a new model - one where governments worldwide achieve tangible results in partnership with citizens. Data-driven decision-making is fundamental to this evolution, and robust public opinion insights are essential to ensuring its effectiveness. By working together on Omnibus, both teams will enhance citizen participation in policy development, disclose key sociological insights, and facilitate continuous data collection. 🦾 In a world where misinformation is rampant, data-driven governance plays a crucial role in restoring public trust in institutions. One of Omnibus’s most significant contributions will be strengthening government accountability and transparency. The first results will be publicly available in May 2025.  Get ready!   • Last week, the Head of the GGTC in Kyiv Zoya Lytvyn presented Ukraine’s digital transformation cases to the government of the Canton of Geneva in collaboration with the World Economic Forum. Ukraine’s GovTech solutions, from digital birth registration to online marriage services, sparked deep interest among Geneva’s leadership. The discussion also highlighted how Ukraine launched 21% of its digital government solutions in just the first year of the full-scale war—showcasing resilience and innovation under pressure. This exchange marks another step in strengthening global GovTech partnerships.   • 😎 Over the past decade, the IT sector in Ukraine has consistently attracted public interest driven by high salaries, a low entry threshold for active young people, annual revenue growth, and a strong export orientation. Our GovTech Observatory team has compiled the top takeaways on the sector in Ukraine: 💻 Ukraine's IT sector represented about 3.5–3.7% of GDP in 2023–2024, according to estimates. 💻 Exports of Ukrainian IT services stood at $6.45 billion in 2024, compared to $7.3 billion in 2022 (a record high) and $6.7 billion in 2023. 💻 Despite challenges, Ukraine’s IT sector continues to generate substantial foreign exchange earnings, with major service exports directed to the 🇺🇸U.S. ($2.4 billion in 2024), the 🇬🇧 U.K. ($0.6 billion), 🇲🇹Malta ($0.5 billion), along with 🇨🇾Cyprus, 🇮🇱Israel, 🇨🇭Switzerland, and 🇩🇪Germany. 💻 Ukraine is home to approximately 2,100–2,300 IT companies, with an estimated workforce of 302,000–346,000 people as of October–November 2024. 💻 As of early 2025, Ukraine’s top 50 IT firms employed 79,648 specialists. In 2024, staff numbers fell by 2,400, compared to a 10,000-person decline in 2023. 💻 The Ukrainian startup ecosystem is one of the three fastest-growing ecosystems in Central and Eastern Europe. 200 new startups appeared in Ukraine in 2022-2023. In 2024, 100 investment deals took place, with public investment totalling $350 million. Ukraine’s IT industry remains strong — together, we shape its future! 💫

  • Ukraine is among the leaders in online service development! 🇺🇦 In the Digital Quality of Life 2024 ranking, Ukraine secured 47th place out of 121 countries. Our strongest indicator is online services, where we are now in the top 5 globally, having climbed 28 positions in just one year! 📈 Despite the ongoing war, Ukraine has demonstrated measurable progress in digital transformation, with its DQL Index score rising from 0.49 in 2022 to 0.54 out of 1 in 2024. The DQL Index assesses digital quality of life across five key areas: internet affordability and speed, e-infrastructure, cybersecurity, and e-government. We continue to strengthen our digital state and create the best conditions for citizens and businesses!💫

Together, we are working on two key projects: Reform Index and VoxCheck. 📊 Reform Index is a tool for assessing economic and social reforms in Ukraine. In collaboration with VoxUkraine, we integrate digital and innovation-driven indicators into the Index, allowing for a structured analysis of government transformation and reform effectiveness. 🕵 VoxCheck is an independent fact-checking initiative that combats misinformation and manipulation. Together, we will investigate disinformation related to digitalization and government technologies, shaping an objective narrative about digital Ukraine.   • 🇺🇦 Ukraine is the world leader in e-democracy! In 2024, we ranked 1 out of 193 countries in the UN E-Participation Index. Just a decade ago, in 2014, we were 77th, and in 2022 – 57th. In the E-Government Development Index (EGDI), we are ranked 30th, up 16 positions compared to 2022. How did we achieve this?
