    CAT Alert: Hurricane Helene From the National Hurricane Center (NHC) 092624 5:00 PM EDT update: As expected today, Helene has undergone rapid intensification in an ideal environment in the Gulf of Mexico, with peak maximum sustained winds increasing to 125mph now. Central pressure has dropped to 951 mb. Landfall is forecast this evening south of Tallahassee in the Big Bend region of the Florida Panhandle. In this environment, it is likely that by landfall Helene will be a Category 4 Hurricane (130- 156 mph sustained winds). Helene is moving quickly at approximately 23 mph NNE towards the Florida Panhandle and is forecast to track more northerly overnight in Georgia, before stalling over Tennessee this weekend. The high speed of the storm moving inland, as well as the large size of Helene are expected to result in significant wind conditions throughout Florida, Georgia, and South Carolina. On the eastern side of Helene, hurricane force winds currently extend 50 miles east of the center, and tropical storm-force winds between 240 and 270 miles, far enough that tropical storm conditions are forecast to be experienced on the Atlantic coast. As Hurricane Helene moves north towards landfall this evening, a storm surge threat is expected along the Gulf Coast of Florida, included up to 5 to 8 feet in Tampa Bay and coastal Pinellas County, 8 to 12 feet north to Chassahowitzka, and 15-20 feet east of landfall. West of the track, Indian Pass through Apalachicola are also forecast to receive at least 6 to 10 feet of storm surge and 10 to 15 feet through Carrabelle. A significant inland flood hazard is expected along the track of Helene through Georgia and along the I-85 corridor and Blue Ridge Front in the Carolinas. The high Excessive Rainfall Outlook (shaded pink) represents a 70% likelihood of flash flooding through tomorrow morning; as well as a moderate through (shaded red) where a 40% likelihood of flash flooding is expected.     CAT Alert: Hurricane Helene – Post-landfall Forecast From the National Hurricane Center (NHC) 092524 11:00 AM EDT update: Following landfall, Helene is forecast to quickly move inland and degrade to a tropical storm. A wide area of Georgia into the Carolinas is expected to experience flash flooding. The I-85 corridor extending northeast of Atlanta is currently forecast to receive 10 to 15 inches of rain during the next 72 hours.     CAT Alert: Hurricane Helene From the National Hurricane Center (NHC) 092524 11:00 AM EDT update: The National Hurricane Center issued Advisory 9 at 11:00 AM EDT. Maximum sustained winds in Helene have reached 80 mph, which is within the classification of a Category 1 Hurricane. Helene is currently located in the Yucatan Channel between Mexico and Cuba and is expected to quickly move north-northeast into the Gulf of Mexico today. The NHC forecasts landfall Thursday night in the Big Bend region of Florida, near Dog Island and then progression immediately to the west of Tallahassee and western Georgia early Friday morning. Helene’s peak forecast intensity is currently expected to bring maximum sustained winds to 125mph, as a strong Category 3 Hurricane prior to landfall. Storm surge elevations east of the landfall location are expected to rise to 12 to 18 feet. The large size of the hurricane and wide spread of tropical storm-force winds are expected to bring higher storm surge elevations along the entire Gulf Coast than would normally be expected for a storm as far offshore. By Thursday night, tropical storm-force winds are forecast to extend 250 miles east of the center of Helene. As a result, the vicinity of Tampa Bay is expected to have a storm surge of 5 to 8 feet.     CAT Alert: Tropical Storm Helene From the National Hurricane Center (NHC) 11:00 AM EDT update: Helene is currently a Tropical Storm located near latitude 19.5 degrees North, longitude 84.3 degrees West moving toward the northwest at about 12 mph (19 km/h). On the forecast track, the center of Helene will move across the far northwestern Caribbean Sea through tonight, and then move across the eastern Gulf of Mexico Wednesday and Thursday, potentially reaching the Gulf coast of Florida late Thursday. Data from a Hurricane Hunter aircraft indicates that the system has acquired a well-defined center of circulation, and maximum sustained winds have increased to near 45 mph (75 km/h) with higher gusts. Additional strengthening is forecast, and Helene is expected to become a hurricane on Wednesday. Continued strengthening is anticipated after that time, and Helene could become a major hurricane on Thursday with peak sustained winds forecast to be 115mph by Thursday morning. Helene is expected to make landfall in the Big Bend region of Florida. The expectation is for a very large storm circulation and as a result Tampa could see significant storm surge impacts. Storm surge elevations are 4-7 feet south of Tampa Bay, 5-8 feet in Tampa Bay and the Gulf-coast of Pinellas County (St. Petersburg/Clearwater area), and 10-15 feet near landfall (Apalachee Bay area). Henry Densham, MRICS, has joined Halliwell as Director, Time Element and Delay Analysis Services in the Chicago, IL area. Henry is a Chartered Surveyor with extensive experience in delay and schedule analysis providing claims management and dispute resolution services on large loss insurance claims across a wide range of industries. He specializes in forensic schedule analysis on delay claims under Builders Risk insurance policies with Delay in Startup (DSU), or equivalent coverage, and timeline analysis for Business Interruption (BI) insurance claims. Henry has been engaged on major projects across global insurance markets in the Americas, Europe, Middle East and Africa. He has a law degree and has worked in an expert capacity engaged in the preparation of reports and submissions for arbitration and litigation. Laura Dent, PE, joined us on July 8th as Assistant Director, Time Element and Delay Analysis Services in the New York Metro area. Laura provides expert knowledge on insurance claims associated with Delays in Startup (DSU) and Business Interruption (BI) on behalf of the global insurance market. Her experience includes project engineering in the areas of bridge construction, transportation infrastructure, marine construction, and oil and gas in the US and internationally. She holds a Bachelor of Science in Civil Engineering and has acquired her Professional Engineer (P.E.) License for Civil Engineering Construction from the state of New Jersey.
