Dodd, M.S., as President of Halliwell US. Tracey will lead the organization’s market facing efforts, brand development, and growth strategy, including a new environmental consulting service offering. Regarded as one of the most renowned environmental loss experts in the US, Tracey has over twenty-five years’ experience in support of environmental, health, and safety projects. She joins Halliwell from a global consulting firm, where she was Sr. Managing Principal of its Large Complex Loss practice. She has direct consulting experience in Infection Control Risk Assessment (ICRA) within healthcare settings and potential exposures, as well as toxicological and risk assessment support for food and product contamination. She has a strong focus on directing strategy, growth, and transition of businesses in various sectors. Tracey also has significant experience in business acquisitions and organizational management, alongside corporate diversity and stewardship. Tracey will head up Halliwell’s US operations alongside Chad Zielinski. As Senior Vice President of Operations, Chad will continue to drive service delivery, focusing on building offerings for better outcomes, operational efficiencies, client services, and the daily administration of the business.     CAT Alert: Hurricane Milton From the National Hurricane Center Advisory 19 Update – 5:00 PM EDT: The center of Milton is expected to make landfall near or just south of the Tampa Bay region this evening, move across the central part of the Florida peninsula overnight, and emerge off the east coast of Florida on Thursday. As of the 5:00 PM EDT NHC update, Milton is a Category 3 hurricane with maximum sustained winds near 120 mph. Milton could still be a major hurricane when it reaches the coast of west-central Florida this evening, and it will remain a hurricane while it moves across central Florida through Thursday. Milton is forecast to weaken over the western Atlantic and become extratropical by Thursday night. The risk of strong tornadoes continues into the evening hours across southern and central Florida. A large area of destructive storm surge is expected along a portion of the west-central coast of the Florida Peninsula. Water levels will rise rapidly as the eye approaches, and strong onshore winds on the backside of the hurricane will also cause a rapid rise in water as the center makes landfall. Water could reach the following heights above ground somewhere in the indicated areas if the peak surge occurs at the time of high tide: Florida • Anna Maria Island to Boca Grande - 9-13 ft • Boca Grande to Bonita Beach - 8-12 ft • Charlotte Harbor - 8-12 ft • Anclote River to Anna Maria Island - 6-9 ft • Tampa Bay - 6-9 ft • Bonita Beach to Chokoloskee - 5-8 ft • Chokoloskee to Flamingo - 3-5 ft • Sebastian Inlet to Altamaha Sound - 3-5 ft • Yankeetown to Anclote River - 2-4 ft • St. Johns River - 2-4 ft • Flamingo to Card Sound Bridge - 1-3 ft • Palm Beach/Martin County Line to Sebastian Inlet - 1-3 ft • Indian Pass to Yankeetown1-3 ft • Florida Keys - 1-3 ft • Dry Tortugas - 1-3 ft Georgia and South Carolina • Altamaha Sound, GA to South Santee River, SC - 1-3 ft Heavy rainfall across the Florida Peninsula through Thursday brings the risk of catastrophic flash and urban along with major river flooding.     Industry Events Update: 2024 Mid-Atlantic Life Safety Conference Jamie McAllister, Ph.D., P.E., CFI, CSP, Director at Halliwell Fire Research will be attending the 2024 Mid-Atlantic Life Safety Conference in Linthicum Heights, MD at the BWI Airport Marriott Hotel November 3rd through 4th and presenting “Lithium Ion Emerging Contaminants”. The presentation is on Monday, November 4, 2024, 8:00 AM -9:30 AM. There is growing concern about the type of contaminants released from the combustion of various technologies containing Li-ion batteries. Concerns have focused on human health and environmental impacts in addition to impacts to the fire service related to occupational exposure and gear decontamination. The presentation will present data on the types of chemicals released during Li-Ion combustion and provide a comparison with other types of fuels commonly found in structural and vehicle fires. An overview of different types of Li-Ion technology will be provided as well as information on the effectiveness of decontamination procedures in removing various types of chemicals.     CAT Alert: Hurricane Milton From the National Hurricane Center Advisory 15 Update – 4:00 PM CDT: Milton is moving east from offshore of the Yucatan Peninsula on approach to the central Gulf Coast of Florida. The forecast track estimating landfall has shifted slightly south, but is still in the vicinity of Tampa Bay, especially considering forecast track error over 36 hours is approximately 64 miles. During the last 24 hours max sustained winds have decreased and re-intensified to 165 mph, within the classification of a Cat 5 hurricane, as the storm has cycled through eyewall replacement cycles. The forecast keeps Milton at approximately a Cat 4 to Cat 5 hurricane through tomorrow afternoon. After which interaction with an approaching cold front, and the resulting increased wind shear, should lessen maximum sustained winds which are forecast at 125 mph before landfall. The most significant impact of Milton is expected to be storm surge, especially in relation to Tampa Bay, which will depend on the track tomorrow. A recent wobble to the south has shifted the forecast track near landfall further south. The current advisory maintains the forecast of 10 to 15 feet of storm surge in Tampa Bay, and the adjacent Gulf Coast between the Anclote River to the north and Englewood to the south. Further south, 8 to 12 feet is forecast between Charlotte Harbor to Bonita Beach, including Fort Myers Beach. The peak Atlantic storm surge forecast is 3 to 5 feet between Sebastian Inlet and Altamaha Sound. Hurricane Warnings are in effect for: • Bonita Beach (south) to the Suwannee River (north) along the Gulf Coast • The St. Lucie/Martin County line (south) to Ponte Vedra Beach (north) along the Atlantic Coast Tropical Storm Warnings are in effect for: • All south Florida (south of Hurricane Warnings), including the Florida Keys • North of the Hurricane Warnings to Indian Pass (Gulf) and to Altamaha South, Georgia (Atlantic) Storm Surge Warnings are in effect for: • The entire Florida Gulf Coast south of the Suwannee River • The Atlantic coast between Sebastian Inlet, Florida, and Altamaha Sound, Georgia, incl. the St. John’s River and Jacksonville. Rainfall is forecast to be heaviest to the north of the center of the storm with a swath of peak rainfall amounts of 10 to 15 inches through Thursday night. Excessive Rainfall Outlooks show a high risk of flash flooding between Wednesday morning to Thursday morning for a region including the Tampa area, Orlando, and Daytona Beach. A high-risk Excessive Rainfall Outlook means that there is a greater than 70% chance of flash flooding within 25 miles of locations in the region.     CAT Alert: Hurricane Milton From the National Hurricane Center Advisory 10A Update – 1:00 PM CDT: Milton is forecast to track just north of the Yucatan Peninsula today and cross the Gulf of Mexico on approach to the west coast of the Florida Peninsula by Wednesday. Advisory 10A update indicates that maximum sustained winds have increased to near 175 mph with higher wind gusts (which is within the intensity of a Category 5 Hurricane). An increasingly hostile environment Wednesday is expected to reduce the peak intensity before landfall along the Florida Gulf Coast. The forecast maximum sustained winds near landfall are 125 mph with higher wind gusts, which would be within the intensity of a Category 3 hurricane, though Milton is expected to be a large hurricane with a wider wind swath. A Hurricane Watch is in effect for: • Florida Gulf coast from Chokoloskee to the mouth of the Suwanee River, incl. Tampa Bay • Dry Tortugas • Lake Okeechobee A Tropical Storm Watch is in effect for: • Florida Gulf coast from Flamingo to south of Chokoloskee • Florida Gulf coast north of the mouth of the Suwanee River to Indian Pass • Lower, Middle, and Upper Florida Keys, including Florida Bay A Storm Surge Watch is in effect for: • Florida Gulf coast from Flamingo northward to the mouth of the Suwannee River, including Charlotte Harbor and Tampa Bay The combination of a dangerous storm surge and the tide will cause normally dry areas near the coast to be flooded by rising waters moving inland from the shoreline. The water could reach the following heights above ground somewhere in the indicated areas if the peak surge occurs at the time of high tide: • Suwannee River to Yankeetown, FL - 3-5 ft • Yankeetown, FL to Anclote River, FL - 5-10 ft • Anclote River, FL to Englewood, FL, including Tampa Bay - 8-12 ft • Englewood, FL to Bonita Beach, FL, including Charlotte Harbor - 5-10 ft • Bonita Beach, FL to Chokoloskee, FL - 4-7 ft Rainfall amounts of 5 to 10 inches, with localized totals up to 15 inches, are expected across portions of the Florida Peninsula and the Florida Keys through Wednesday night. Excessive Rainfall Outlooks show a high risk of flash flooding through Tuesday morning for south Florida, and Wednesday to Thursday morning for the northern half of the Florida Peninsula.
