About us

Applying over three decades of experience in the homelessness response field and expertise that spans disciplines and geographies, Homebase works directly with communities to develop strengths-based, customized responses to their most pressing challenges. We partner with clients in the public, non-profit, and faith-based sectors to identify barriers and key resources, refine their ideas and goals, and design scalable solutions. We believe that meaningful impact results from robust and intentional collaboration across sectors and systems, cultivation of passionate leaders, and skillful execution of policy and practice to achieve sustainable results. Our approach is focused and practical, but driven by an expansive, long-term vision of system integration and a comprehensive, coordinated response to homelessness and poverty. Our Mission is to build community capacity to end homelessness and reduce poverty, and to foster thriving, inclusive communities. We support communities and agencies in establishing the systems and programs needed to help people who are homeless or at-risk achieve housing stability, improve health and wellness, maximize economic self-sufficiency, and reclaim their dignity.     Homebase is thrilled to announce the release of a new report and recommendations: "Improving Medi-Cal Renewals for People Experiencing Homelessness". This report was developed with support from the California Health Care Foundation and is the culmination of a statewide Medi-Cal Renewals Outreach Campaign that began in August 2023. The report explores ways to streamline and improve the Medi-Cal renewal processes for people experiencing homelessness. It offers strategies and best practices to respond to the barriers faced during Medi-Cal’s continuous coverage unwinding and some that persist through the annual renewal process. Findings and recommendations were informed by direct feedback from people experiencing homelessness, health and homeless services providers, and advocates during the Medi-Cal renewal campaign. We extend our deepest gratitude to all who contributed and participated in office hours. How do you ensure members of your organization or community are working together in every phase of the project’s development? How do you ensure success once the project starts? During this online workshop, we'll explore these questions by looking at the timeline of permanent housing projects from conception to implementation. We'll look at all phases of the process from pre-funding to applying for funding, and starting up after receiving funding. Participants will learn what questions to consider, how to build your team(s), and what resources and partnerships you will need.     Today’s devastating Supreme Court decision on #JohnsonVGrantsPass upheld a city law aimed at banning homeless residents from sleeping outdoors. The ruling held that the enforcement of the law, which includes fines and even jail time for sleeping and camping in public places, does not constitute “cruel and unusual punishment” – even when people have no choice but to sleep outside. This is a step in the wrong direction and a reminder of the work ahead – to continue to drive forward real solutions to homelessness and push back against the counterproductive approach of criminalization.

    BREAKING: In a historically shameful decision, the Supreme Court has ruled in #JohnsonVGrantsPass that homeless people are not included in the Constitution’s protections against cruel and unusual punishment. This ruling will make homelessness drastically worse and impact the 250,000+ people who sleep outside each night, as well as millions of Americans who are just one missed paycheck away from homelessness. Arresting or fining people for trying to survive is expensive, counterproductive, cruel, and simply does not work. We are enraged but unsurprised that the Supreme Court sided with out-of-touch billionaires and against the poorest among us. #HousingNotHandcuffs To truly solve homelessness, we demand the Biden administration and Congress invest at least $356 billion in transforming approaches to homelessness away from criminalization and towards proven housing-based solutions.     Homebase's Criminal Legal System Initiative is offering free office hours to Continuums of Care (CoCs) who are interested in working with #criminaljustice system partners! CLSI seeks to disrupt the cyclical relationship between #homelessness, housing instability, and the #criminallegalsystem. We do this by building community capacity to improve housing outcomes for people impacted by the criminal legal system and/or reducing homelessness for people with criminal records.
