Financing the Creation and Preservation of Affordable Housing in Illinois

About us

The Illinois Housing Development Authority (IHDA) finances the creation and preservation of affordable housing in Illinois. IHDA was created by the state legislature in 1967 as a self-supporting agency to finance affordable housing across Illinois. IHDA does not use taxpayer dollars to sustain its operations, although it does administer publicly funded programs on behalf of the state. Since its creation, IHDA has provided more than $15 billion to finance a quarter million affordable homes. IHDA accomplishes its mission through a number of funding sources including the Illinois Affordable Housing Trust Fund, Illinois Affordable Housing Tax Credits, the allocation of federal Low-Income Housing Tax Credits and HOME Investment Partnership funds. IHDA is also a bonding authority and independently sells bonds, based on our strong credit rating of A1/AA-/AA- from Moody’s Investors Service, Standard & Poor’s and Fitch Ratings respectively. We partner with lenders, developers, local government, nonprofits, community groups and others to deliver low-cost financing programs. We provide financial assistance to low- and moderate-income homebuyers and homeowners, offer resources to developers who build or preserve affordable and mixed-income rental housing and provide oversight for hundreds of affordable rental communities across the state.

  • Today, IHDA Executive Director Kristin Faust joined local leaders for the opening of the Nancy Franco-Maldonado Paseo Boricua Arts Building in Humboldt Park. This area of Chicago has seen rents rise as much 45 percent over the past five years, making it less affordable to many who have called Paseo Boricua their home for decades. IHDA is committed to preserving affordability and preventing the displacement of long-time residents and working families in neighborhoods experiencing redevelopment and were happy to support this affordable housing development. IHDA helped provide financing to demolish four vacant and abandoned buildings to facilitate the construction of 24 units of affordable housing geared towards artists and their families. Located only a block away from Humboldt Park, these units will remain affordable for the next thirty years to ensure individuals and families can continue to find affordable housing options in Paseo Boricua. Congratulations to everyone involved in creating such a vibrant affordable housing option for Humboldt Park.

  • Today, Illinois Housing Development Authority Deputy Executive Director Karen Davis joined the Lawndale Christian Development Corporation, the city of Chicago, and others to celebrate the grand opening of Lazarus Apartments in the Lawndale neighborhood. Originally built in the 1920s, IHDA provided financing to turn a vacant and abandoned property back into a productive, completely rehabilitated building. As part of IHDA's Permanent Supportive Housing program, all 15 of the units in the building will include supportive services to help individuals and families maintain stable housing and achieve a higher quality of life.
