🟥 برگزاری اولین نشست توسعه دریامحور اندیشکده پیشرفت دریایی با حضور صاحب نظران و خبرگان این حوزه به میزبانی پژوهشکده مطالعات فناوری 📌 در این نشست جناب آقای مهندس راستاد Mohammad Rastad از چهرههای شاخص حوزه دریایی کشور با بررسی تعاریف و حوزه های متنوع و گسترده بخش دریایی به بررسی اهمیت این حوزه در توسعه کشور پرداختند. 📌 اشاره به نحوه مدیریت کشور در حکمرانی توسعه دریامحور، اهمیت رویکرد آمایش سرزمین و توسعه منطقه ای و توجه به موضوعات فرهنگی و نقش منابع انسانی و بخش خصوصی از مهمترین محورهای سخنان ایشان در سطح کلان حکمرانی و توجه به اهمیت حوزه حمل و نقل دریایی و توسعه بنادر نسل سوم و چهارم و مناطق ویژه اقتصادی از محورهای سخنان ایشان در حوزه اهمیت توسعه شهرهای ساحلی و ایجاد اشتغال در حوزه دریایی بود. 📌 در ادامه سایر خبرگان حوزه دریایی به بیان دغدغههای خود در این زمینه پرداختند. مهمترین بندهای این سخنان عبارت است از: نگاه جزیره ای مدیران بخشی، دوری اذهان سیاست گذاران از حوزه دریا، تاکید بر وجود قوانین و برنامه های مناسب و لزوم اجرای آنها، ارائه آموزش در زمینه سیاستهای کلی توسعه دریامحور، هرج و مرج ادبیات دریامحور، نداشتن رویا در عرصه حکمرانی، لزوم اتخاذ سیستم مدیریت دانش و حکمرانی داده در عرصه های مختلف دریا، پرهیز از روزمرگی در عرصه مدیریت کلان، لزوم آسیب شناسی عدم توفیق برنامه های توسعه ای، ضعف در نگهداشت و استفاده از دریانوردان متخصص ایرانی، توجه به فناوری و تغییرات شدید در عرصه ناوگان حمل و نقل دریایی، شفافیت و مبارزه با فساد، توجه به اهمیت صیادی در اشتغال مردمان ساحل نشین و لزوم توسعه آبزی پروری دریایی و ساحلی با سرمایه گذاری مناسب دولتی و خصوصی. 📌 اندیشکده پیشرفت دریایی از حضور آقایان ضیایی مهرجردی دبیرکل محترم اتحادیه مالکان کشتی، صفری رئیس محترم هیئت مدیره انجمن مهندسی دریایی، رضایی دبیر محترم انجمن دریانوردان، شجاعی معاون محترم پژوهش پژوهشکده مطالعات فناوری، قربان زاده معاون محترم سازمان شیلات و همچنین آقایان گلکار و شفقت به نمایندگی از سازمان بنادر و دریانوردی و آقايان برپایی و براتی به نمایندگی از انجمن بنادر ایران تشکر و قدردانی مینماید.

حمل و نقل دریایی از جمله مهمترین مقوله های مرتبط با توسعۀ دریا محور می باشد. روند تجارت جهانی در طی دهه های اخیر همواره رو به رشد بوده و به تبع آن ظرفیت ناوگانِ کشتیرانیِ بین المللی و بنادرِ تجاری افزایش یافته اند. منافعِ اقتصادیِ حاصل از فعالیت های مرتبط با حمل و نقل دریایی باعث گردیده تا کشورهای مختلف، بر اتخاذ راهبردهایی برای کسب سهم بیشتر از این بازار، تمرکز نمایند. همین امر منجر به رقابت گسترده ای در بین بنادرِ تجاریِ کشورهای مختلف گردیده و بنادر تلاش می کنند تا با ارتقای رقابت پذیریِ خود، مشتریان بیشتری را (اعم از خطوط کشتیرانی و صاحبان کالا) جذب نمایند. از آنجا که کشور ما هم از این امر مستثنی نبوده و در حوزه ای قرار دارد که محدودۀ بازارِ پیرامونِ آن، فضایِ رقابتی را بین بنادرِ منطقه ایجاد می نماید و طبعاً برای موفقیت در این بازارِ رقابتی، نیاز به رقابت پذیر بودنِ بنادر می باشد، لذا پرداختن به مباحث مربوطه و ارتقای آگاهی و شناخت نسبت به این مقوله، اهمیت فراوانی خواهد داشت. کتاب "رقابت و رقابت پذیریِ بنادر" که آقای محمد راستاد (مدیرعامل سابق سازمان بنادر و دریانوردی) آن را به رشته تحریر درآورده و توسط انتشارات مرکز تحقیقات راه، مسکن و شهرسازی منتشر گردیده است، به این مقولۀ مهم پرداخته و می تواند برای مراجع مختلفِ ذیربط مفید و مورد استفاده قرار گیرد. #بنادر #کشتیرانی #دریانوردی Maritime transportation is one of the most important categories related to sea-oriented development. The trend of global trade has been growing in recent decades, and as a result, the capacity of the international shipping fleet and commercial ports have increased. The economic benefits resulting from activities related to maritime transportation have made different countries focus on adopting strategies to gain a greater share of this market. This has led to extensive competition among the commercial ports of different countries, and the ports are trying to attract more customers (both shipping lines and goods owners) by improving their competitiveness. Since our country is not exempt from this and it is located in an area where the surrounding market area creates a competitive atmosphere between the ports of the region and naturally, in order to succeed in this competitive market, it is necessary for the ports to be competitive. Therefore, it will be very important to address the relevant topics and improve awareness and knowledge about this category. The book "Port Competition and Competitveness" which was written by me and published by the Road, Housing and Urban Development Research Center, deals with this important topic and can be useful and used by various relevant authorities.

A Framework for Conceptualizing Ocean development Authors Hassan Beik Mohammadlou Mohsen bazazan hossein khoshdel looyeh Abstract The concepts of ocean economy, ocean development, and blue economy in the field of international literature have been formed in a special historical context in full correlation with the sustainable development agenda of the United Nations, and this literature has affected the way of looking at ocean economy and its definitions in domestic literature as well. The formation of the concept of sea-oriented development in the literature of the country, along with being influenced by historical events, is a reflection of this issue. To match the horizons of the country's progress at the normative and identity level of development with the characteristics of balanced development and uphold Iranian values in maritime affairs, the Pishraft Daryaei (Persian for "ocean development") paradigm is formed based on a five-pillar governance framework encompassing economic, socio-cultural, environmental, science and technology, and security dimensions. The #SubSea_Quieter (#SSQ) reduces the harmful underwater noise and turbidity pollution generated by human #maritime activities like coastal and pile driving works. Twice patented, the underwater #noise mitigation system is made with an innovative membrane in #3D with a layer of coating providing resistance and waterproofness. This membrane is used for building inflatable panels. Once inflated, the break in impedance between the water and the introduced air dramatically attenuates sounds. The 3D membrane structure and the specially formulated coating also contribute to this very high acoustic #efficiency. The SubSea Quieter Pile Driving Monopile is used to reduce underwater noise from monopile for offshore conditions. The system can confine piles ranging from 6 m to 12 m in diameter. It is particularly adapted to pile driving operations for the installation of offshore wind turbines at depths between 20 and 50 m. The SubSea Quieter is stored in a basket that is plugged under the pile guiding gripper or independently. The basket is then lowered by winches before pile installation then the SSQ is automatically deployed around the pile before being inflated with air. Once deployed, the driving operation can take place. Our innovative noise mitigation system can be managed in masked time in parallel to the pile and hammer manipulation. The inflation and deflation process of the SubSea Quieter Pile Driving can be managed from the boat carrying on the air pressure management and supervision system in 2 containers. This noise mitigation system can be managed in masked time: move the crane, and move the pile to put it in the guidance system. SAFEEN Group to operate first electric tug in the Middle East #SAFEEN Group, a maritime services provider and part of the UAE-based AD Ports Group, and Dutch shipbuilder Damen Shipyards have signed an agreement for the lease and purchase of an all-electric tug — the first of its kind in the Middle East. The tug will be deployed AD Ports Group’s flagship facility, Khalifa Port, as part of the company’s Marine Services fleet. Unveiled during the 27th International Tug & Salvage Convention, Exhibition & Awards 2024, Dubai, the Damen RSD-E Tug 2513 is an all-electric harbor tug, expected to provide numerous advantages including zero emissions from “Tank to Propeller”, operational efficiency thanks to boasting a 70-ton bollard pull able to handle the largest vessels, and cost-effectiveness due to lower maintenance costs compared to diesel-powered counterparts. Initially, the tug will be operated via generators that comply with the latest emission IMO tier 3 regulations. The RSD-E Tug 2513 is able to perform at least two towage operations on a single charge, and can be fully recharged in just two hours.
