Maine Space 2030 is a statewide initiative to promote the new space economy and bring together all Mainers who wish to participate in it. Our mission is to provide access to the opportunities of the new space economy for everyone in Maine, from students and researchers, to data analysts and investors. We aim to make Maine a leading player in this exciting field.

    Everyone knows I am always honored to be invited to present my ideas and thoughts about #spacelaw and #SpaceExploration, but the Maine Space 2030 Conference last week exceeded all of my (always very high) expectations. It started at a breakfast "fireside chat" with Ken Hodgkins. We discussed The Hague Institute for Global Justice's Washington Compact and why it is so important for civil society to engage in discussions regarding the regulation of space activities. This is especially important in a post-Chevron US as Congressional and Executive leadership continue to discuss mission authorization. Next, I joined Charles Norchi, Larry Martinez and Leonardo A. López Marcos on a panel on space policy and risk expertly moderated by Rebecca Davis Gibbons, PhD. Key takeaway is that we cannot think of outer space without thinking about cyberspace and cybersecurity. #AI is going to play a vital role in space exploration and we really haven't considered all the consequences. Blended in with this is the concern I always raise that the concept of "due regard" found in the Article IX of the Outer Space Treaty currently provides an inadvertent and dangerous first mover advantage. It's important that the international community -- adversaries and allies -- continue to discuss potential space governance frameworks. Second key takeaway (this might have just been me) book a trip to Greenland! My second panel of the day focused on #SpaceSustainability agreements. Douglas Gorman led this multidisciplinary panel including Mark Skinner, Ph. D., Brian Flewelling, Ken Hodgkins and myself into a discussion of the state of orbital debris. Conclusion? It's about as good as it can be considering that the issue of orbital debris continues to be raised at the international level. This is not a problem that is being ignored. However, perhaps if the public were more aware of the potential impact a collision could have on their daily lives, they would empower their legislators to spend more money on remediation. The UK and Japan have invested money in remediation and its time for the US to do so as well. Finally, I truly am honored to have had the opportunity to close the conference with Major General Tim Sejba. He offered an informative "Space Force 101" and gave insight into current and future roles and goals. After stumping the audience with a pop quiz (winners received a copy of Center for Air and Space Law at the University of Mississippi's Space Law Quick Reference), I (hope) I reminded everyone that laws are not just rules -- they are tools. They are tools humans use to relate to each other and mitigate conflict. Neil, Buzz and Mike went to the Moon in peace for all humankind. Words to live by. Deepest gratitude to Terry Shehata, April Kollmorgen and Jourdan Johnson for the invitation to participate and the flexibility. Can't wait till next year!
