The National Science Board just published its biannual, congressionally mandated report The State of U.S. Science and Engineering 2024. LINK: https://lnkd.in/eq_vx9bW The report shows that shows that although the U.S. performs more research and development than any other country, the nation’s global position is slipping, as countries in East and Southeast Asia, particularly China, increase their activities. https://lnkd.in/eRS492R3 “The Indicators report confirms that our nation’s science and engineering enterprise increasingly hinges on foreign-born STEM talent and is limited by flat federal R&D investment, all at a time when global innovation continues to accelerate,” said Daniel Reed, Chair of the National Science Board. The U.S. no longer predominates across all elements of science, technology, and innovation. Instead, the nation is distinguished by the strength of its universities as destinations for international students and its highly cited and collaborative research. The COVID-19 pandemic negatively impacted mathematics scores for American elementary and secondary students, especially those who were already scoring in the 10th percentile and those identifying as American Indian or Alaska Native. Improving the STEM education trajectories for over 54 million primary and secondary school students is essential to sustainably addressing our STEM talent crisis in the long-term. The report also shows we still have a way to go to fully incorporate the “Missing Millions,” or people from historically underrepresented backgrounds, into the STEM higher ed and workforce populations. “It is time to act, with vision and commitment, by expanding our domestic STEM worker pool, investing in critical science and technology areas, and building the necessary research and development infrastructure to ensure our continued national security and economic independence. The job is not done, and we neglect it at our peril,” Reed said.

The National Science Board (NSB) recommends and encourages the pursuit of national policies for the promotion of research and education in science and engineering. The NSB has two important roles. First, it establishes the policies of National Science Foundation (NSF) within the framework of applicable national policies set forth by the President and the Congress. In this capacity, the Board identifies issues that are critical to NSF's future, approves NSF's strategic budget directions and the annual budget submission to the Office of Management and Budget, and approves new major programs and awards. The second role of the Board is to serve as an independent body of advisors to both the President and the Congress on policy matters related to science and engineering and education in science and engineering. In addition to major reports, the NSB also publishes occasional policy papers or statements on issues of importance to U.S. science and engineering. The NSB is made up of 25 Members appointed by the President. The NSF Director is an ex officio Member. Members serve six-year terms. With the exception of the NSF Director, one-third of the Board is appointed every two years. NSB Members are drawn from industry and universities, and represent a variety of science and engineering disciplines and geographic areas. The NSB is apolitical. The NSF Act of 1950, as amended, states that nominees to the "Board (1) shall be eminent in the fields of the basic, medical, or social sciences, engineering, agriculture, education, research management or public affairs; (2) shall be selected solely on the basis of established records of distinguished service; and (3) shall be so selected as to provide representation of the views of scientific and engineering leaders in all areas of the Nation." The NSB elects its own Chairman and Vice Chairman. The Chairman, in turn, is authorized to make appointments to the NSB staff. The NSB Office is headed by the Board Executive Officer.

The Board is saddened by the passing of former NSB chair Warren Washington. A noted atmospheric scientist, he served as chair of the National Science Board from 2002-2006. He was a dynamic leader across numerous positions in the research enterprise and a champion for diversity in STEM. His lifelong commitment to science and service remains a valuable example today. https://lnkd.in/ephHUdqn

In his inaugural address as NSB Chair, “Connected Horizons,” Darío Gil laid out the realities of a dramatically changed S&T landscape and the need for a new, multi-sectoral national strategy to deliver on the promise of science and technology for our nation and for humanity.
For the last 75 years, the U.S. science and technology (S&T) ecosystem has flourished, inspired by Vannevar Bush’s vision for science as fundamental for a nation’s security, welfare, health and prosperity. The National Science Foundation, whose creation Bush proposed to leverage and expand collaboration among government, university, and industry, has been a keystone of U.S. S&T leadership during this era. Now, we’ve arrived at a moment where we must recognize that the science and engineering landscape has dramatically changed. Today, S&T is the new currency of global power. How we respond to this moment and the steps we take to capitalize on our own strengths and respond to new opportunities will define our future success. As we look to next 75 years, “Connected Horizons” makes the case that in this new era, we must design and execute a multi-sectoral national S&T strategy if we are to continue deliver on the promise of science and technology for our nation and for humanity. https://lnkd.in/djRfj39q
