About us
Established by Chapter 93-12 of the North Carolina General Statutes, the North Carolina State Board of Certified Public Accountant (CPA) Examiners (the Board) is an independent, self-funded occupational licensing board that grants certificates of qualification as certified public accountants (CPAs) to those individuals who meet the statutory requirements. The Board also adopts and enforces the Rules of Professional Ethics and Conduct to be observed by CPAs in this State. Other functions of the Board include registration of CPA firms; renewal of CPA certificates and CPA firm registrations; administration of the Uniform CPA Examination; administration of the continuing professional education (CPE) compliance program, administration of the Peer Review Compliance program; disposition of administrative hearings with respect to State statutes and rules; and administration of other provisions of NCGS 93.

Audit firms are taking a stand against the PCAOB on the issue of external oversight of their quality control systems. With the Chamber of Commerce in the background hinting it could sue, the industry is trying to get the SEC to nix a new rule that mandates the appointment of independent outsiders to a new quality control function. Most big firms already have audit quality advisory councils (KPMG finally created one today) but they oppose turning them into mandatory oversight bodies. Some say the extra layer of oversight is not worth it, but most are just arguing the PCAOB didn't give them enough detail and they worry the regulator will use the ambiguity to find infractions that they can then fine the firms for. In a different environment, this should be resolvable, but there are other big changes in the pipeline, and the industry wants to show the PCAOB that they must dot every i and cross every t if they want to get their rules through. Will the SEC back the PCAOB on this one? We'll see.
