Because the why behind hiring isn't to find out who is interested. It's to solve a problem. "I'm interested" or asking "Where can I apply?" puts all of the problem solving (aka work) on the person posting. Your goal especially in a competitive market is for them to see you as the *solution to their problem* as quickly and easily as possible.
