Established in 1978, the New York City Department of Housing Preservation and Development (HPD) is the largest municipal housing preservation and development agency in the nation. The agency’s mission is to promote the quality and affordability of the city’s housing and the strength and diversity of its many neighborhoods. We do that by preserving affordable housing and protecting tenants, developing new affordable housing, enforcing the Housing Maintenance Code, and engaging neighborhoods in planning. We’re intensifying enforcement against NYC’s 250 most poorly maintained buildings and launching a new Certification Watchlist to hold those who falsely certify the correction of violations accountable: https://bit.ly/4hJ8yGn Each year, HPD designates severely distressed buildings for participation in AEP. The goal of the program is to improve living conditions through frequent inspections to ensure violations are corrected, and issue orders to correct when property owners fail to act. These buildings have been failing tenants for far too long, with dangerous conditions like mold, heat outages, and more. Now, these owners face increased oversight and pressure to address nearly 54,000 open violations and pay almost $3 million owed to the City for necessary repairs. Neglecting tenants’ safety is not just a violation of the law—it’s a violation of their basic human rights. HPD’s enforcement programs are designed to ensure landlords provide safe homes, with the full force of the law backing every action we take.

Grateful to all organizations and leaders who were out at Friday’s #HandsoffHousing Rally. HPD shares your concern that changes in federal funding could undermine efforts to house New Yorkers and protect our housing stock. This action is a reminder that we are stronger together. Together with our partners, we’ve successfully negotiated, innovated, and launched a multitude of tools — pushing the envelope so that we can produce more housing than ever before, faster and more efficiently. Federal retreat on housing would conflict with all of those efforts. Cutting essential programs for vulnerable New Yorkers such as moves to reduce funding for the Emergency Housing Voucher Program and other crucial payments to tenants & owners risks destabilizing our housing market & increasing homelessness at a time that requires predictability. We will continue to engage with our federal partners, deepened our partnership with advocates, builders, tenants and communities that have worked to advance pro-housing initiatives, and advocate for keeping these crucial investments going.

Today, we say goodbye to Commissioner Adolfo Carrión, Jr., a leader whose impact on HPD’s culture and spirit is immeasurable. His leadership, grounded in empathy, kindness, and a deep commitment to service, has left a lasting mark on our agency.
