CHIEF ADMINISTRATIVE JUDGE ZAYAS ANNOUNCES CRIMINAL CASE MANAGEMENT INNOVATIONS; New Protocols Aim to Reduce Felony Case Delays NEW YORK CITY—Chief Administrative Judge Joseph A. Zayas and First Deputy Chief Administrative Judge Norman St. George have announced a series of innovations in court operations to help expedite the processing of felony cases and reduce unnecessary delays in New York City’s criminal courts, enhancing both fairness and public safety. The court system is collaborating with the Center for Justice Innovation (CJI) in developing and instituting these measures as one element of a broader plan to address criminal case backlogs. The initiative will draw on lessons learned by CJI during stakeholder engagement sessions and other research funded by the Governor’s Office aimed at identifying causes of delay in criminal proceedings in New York City and developing strategies for minimizing them. GIRLS RULE THE LAW Sept. 27, 2024 SYRACUSE- NYS Court judges, attorneys, and administration attended the 2024 Girls Rule the Law, Youth Conference at Syracuse University Law School aiming to inspire young women to pursue careers in law and leadership. The all-day conference included workshops, seminars, and other events including a “one on one” with Deputy Chief Administrative Judge for Justice Initiatives, Edwina Richardson, a seminar with New York State Supreme Court Justice Danielle Fogel, and a keynote speech by Associate Judge of the Court of Appeals Jenny Rivera. FRANKLIN H. WILLIAMS JUDICIAL COMMISSION: JURY SERVICE HEARINGS August 24, 2024 BUFFALO – The Franklin H. Williams Judicial Commission hosted the first of a series of Jury Service Hearings in the Erie County Ceremonial Courtroom in Buffalo, NY. A panel of esteemed members of the Franklin H. Williams commission listened attentively as guest speakers shared anecdotes about their experiences as jurors and took great consideration in the suggestions and concerns posed by the guest speakers. The Franklin H. Williams commission plans to use what they learned in this hearing, and hearings to follow, to improve jury diversification and participation throughout New York State. MICHELLE A. JOHNSON NAMED ADMINISTRATIVE JUDGE The Hon. Michelle A. Johnson today was named Administrative Judge for Queens County Supreme Court's Criminal Term. Justice Johnson began her judicial career upon her appointment as an interim New York City Civil Court judge in September 2011. She was reappointed to Civil Court in January 2012 and appointed to New York City Criminal Court the following year. She was designated an acting Supreme Court Justice in 2016 and named Supervising Judge of Criminal Court in Queens County, serving in that capacity until her election in 2021 to the State Supreme Court in Queens County. Marc Bloustein Retires Marc Bloustein, our legislative counsel, and an attorney who has served under every Chief Administrative Judge in his 50 years of service to the Office of Court Administration, retired effective Sept. 26, 2024. Marc was there at the start of OCA and helped guide the newly centralized court system during its most formative years. He was honored at a luncheon in Albany attended by dozens of colleagues, friends, family members and admirers.
