The Office of Strategic Capital (OSC) seeks public comments from companies and financial institutions as it prepares to issue loans and loan guarantees for critical technology and supply chain components, as authorized by Section 903 of the Fiscal Year 2024 National Defense Authorization Act. More specifically, OSC is seeking public comments regarding contemporary market activity, capital requirements, and where OSC-provided loans and loan guarantees can support investment in critical technologies. Please note OSC is publishing two separate Federal Register Notice for Request for Information documents: one for lenders and financial institutions (Docket ID: DoD-2024-OS-0074) and one for companies, relevant industry associations, and other stakeholders (Docket ID: DoD-2024-OS-0073). Credit Risk Management team will manage risks associated with loans and loan guarantees across corporate finance, asset-based, and project finance transactions in key technology sectors. In December 2023, Congress established the Office of Strategic Capital to attract and scale private capital into critical technology sectors. OSC’s Credit Program Office will originate, structure, and execute loan and loan guarantees for the most complex corporate, structured, and project finance transactions. OSC’s financing will enable companies to acquire, build, restructure, and expand manufacturing to support America’s technological edge.
