The Orange County Transportation Authority (OCTA) is Orange County’s primary transportation agency. OCTA was formed in 1991 through the consolidation of seven separate transportation agencies. A 17-member Board of Directors governs OCTA with the Caltrans District Director serving as the 18th member in an ex-officio capacity. Since launching in December 2023, the 405 Express Lanes has provided a reliable, time-saving option for more than 11.6 million trips, helping reduce congestion and improve travel along one of the busiest stretches of the highway in the nation. This project is a testament to OCTA’s commitment to innovative solutions that enhance the quality of life for our community by getting people out of traffic and back to doing what they love.
