About us

The Oregon Advocacy Commissions Office (OACO) was established to support the statutory work of the Oregon Commissions on: Asian and Pacific Islander Affairs (OCAPIA) Black Affairs (OCBA) Hispanic Affairs (OCHA) Oregon Commission for Women (OCFW) The Oregon Advocacy Commissions (OACs) bring the voice and Equity Lens of underrepresented communities statewide to the policy table. The OACs achieve this by researching issues, informing, providing advice for state policy makers and decision makers, including the Governor, legislators, and departmental leadership, on ways to improve the success of all Oregonians, and growing diverse leadership into state government.

  • Happy Labor Day! Celebrated on the first Monday of September, Labor Day honors laborers and their vital contributions to our county. Founded by the United Brotherhood of Carpenters in 1881, Labor Day started in New York City. However, in 1887, Oregon became the first state in the nation to grant legal status to the holiday. Our workers are the backbone of our state – and our nation – and we must do everything to protect workers rights. #LaborDay #WorkersRights

  • Meet OCHA’s newest Commissioner: Patricia Martinez, LCSW! Born and raised in Oregon, Patricia Martinez is a Mexican American Latina of Indigenous roots. Her parents immigrated to this country from Mexico City and Guanajuato. Patricia’s journey in the workforce began in the fields at age 7. She was given a glimpse of her parent’s efforts to sustain a life in the US and was driven by their work ethic and dreams to obtain a higher education and pursue a career. Patricia was the first in her family to attend a university and in 2014, she graduated with a Master’s degree in Social Work with a Clinical focus. Throughout her career, Patricia has held positions supporting school districts to create mental health programs in rural communities focusing on BIPOC populations, implementation of trauma informed practices, organized and directed leadership and administration in the establishment of racial equity trainings, policies and regulations, all while gathering the voices of the students and families of the community to drive the work. In 2018, Patricia developed an equity curriculum which would give primarily BIPOC students, the opportunity to build community in a predominately white district, and lead racial equity work in their school, while receiving credit towards graduation. In 2019 she received her LCSW and continued to work independently. Patricia is currently a clinical supervisor for MSW students, continues to provide mental health services, and is a crisis and trauma responder to several business establishments in Salem, Portland, Hillsboro, Eugene, Corvallis, Albany, and surrounding areas. Patricia also conducts mental health and equity consultation to leadership and Human Resources in many of these establishments. Although Patricia’s professional title is Licensed Clinical Social Worker, Patricia views herself as a “light worker”. Where she spreads light in various spaces and has the opportunity to be a reflection to others and support the discovery of their inner light; a light that has been dimmed for some time. We’re thrilled to have you onboard, Patricia.

  • Meet OCAPIA’s newest Commissioner: Sy Kim! Sy Kim is an International Program Manager of Northwest Community Credit Union (NWCU). Sy is responsible for developing new programs and businesses for developing our diverse communities and creating an accessible financial platform that will improve financial service experiences for underserved community members. From 2009-2018, Sy worked in Seoul, Korea where he had the opportunity to take part in many market development projects around the globe with the Hyundai Motor Group. Sy was born in Korea and first moved to the United States when he was six years old. From then on, he has gone back and forth between the two countries and have had the blessing to learn, work and live to fully experience both cultures. He holds a MS in New Media from Korea University and a BA in Media and Communications from University of Oregon. Sy currently serves as a board member for the Asian American Council of Oregon, the Korean American Chamber of Commerce in Oregon, the State of Oregon Translation Advisory Council, the Korean Society of Oregon, and the Korean War Memorial Foundation of Oregon. Sy’s favorite activities are travelling and exploring and he has been to more than 20 countries around the world. He is a family guy and spends most of his time besides work with his wife, Jennifer and two kids, Tayeon & Seongtae. On a daily basis he enjoys swimming, golfing, gaming, and reading. We’re thrilled to have you onboard, Sy.
