The VICEROY Initiative, a keystone workforce development program within the Office of the Under Secretary of Defense for Research and Engineering, is expanding its presence. Together with the Pacific Intelligence & Innovation Initiative, VICEROY is launching a MAVEN internship program in Hawaii. This partnership marks the beginning of joint efforts to identify, grow, and retain talent in Hawai’i to support critical DoD workforce needs in USINDOPACOM. MAVEN, Powered by P3I, is a seven-week summer internship designed exclusively for college undergraduate juniors, seniors, and graduate students to become the next generation of leaders in Hawai‘i’s defense sector. This is more than an internship – it’s an opportunity for students to shape their future while gaining hands-on experience, building professional connections, and making a meaningful contribution to national defense. On January 16, the Advanced Computing and Software (AC&S) team, in joint collaboration with the Cybersecurity and Infrastructure Security Agency (CISA), the Defense Advanced Research Projects Agency (DARPA), and the National Security Agency (NSA), released “Closing the Software Understanding Gap.” This report is intended as a call to action for the U.S. government to take decisive and coordinated action to close the software understanding gap. This gap arises from a disparity of technical investment where software production has outstripped investment in improving understanding for decades. By closing the software understanding gap, the United States will help mission owners and operators trust the system is functional, safe, and secure, and support confidence in national security and critical infrastructure systems. Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E) Systems Engineering & Architecture (SE&A) is working with the Defense Acquisition University to develop new defense acquisition credentials. Providing continuing education for defense acquisition professionals helps ensure a technically competent workforce is ready to transform technology into usable capabilities for the warfighter. New credentials available: · CENG 031 “Basics of DoD Software Modernization” · CENG 038 “Reliability & Maintainability (R&M) Engineering Technical Activities” · CENG 039 “Life Cycle R&M Engineering Programmatic Activities” Credentials offer in-depth specialty training in topic areas important to the Department (e.g., systems engineering, digital engineering, software engineering, and artificial intelligence) through a set of courses and a capstone project or assessment. The supporting courses are made available to the workforce as they are developed. Once all courses for a credential are deployed, the credential will go live. New courses released: · ENG 1500 “Introduction to Mission Engineering” · TST 0510 “What Is AI in T&E” More courses and credentials are on the way as DoD continues to invest in modernized training and education for the workforce. On Tuesday January 14th, President Biden awarded nearly 400 scientists and engineers the Presidential Early Career Award for Scientists and Engineers (PECASE), the highest honor bestowed by the U.S. government on outstanding scientists and engineers early in their careers. One of the newest PECASE recipients include David Isaacson, Director, Office of Strategic Intelligence and Analysis. David advises R&E on strategic issues as they relate to the Office’s 14 Critical Technology areas. Congratulations David!

The Office of the Under Secretary of Defense for Research and Engineering has issued guidance to help mission engineers and architects with everything from improving collaboration to reducing duplication and rework. The Mission Architecture Style Guide provides standardized approaches to develop model-based mission architectures and serves as companion guidance to the Mission Engineering Guide (published in October 2023). The guide is intended for model-based system engineers and architects supporting Department of Defense Components, including the Office of the Secretary of Defense, the Joint Staff, Combatant Commands, and Military Departments. It enables collaboration and reduces duplication of effort to encourage the production of authoritative Joint models to analyze missions and advanced technology concepts across the Department of Defense.
