Think ARPA's enhanced #ACA subsidies changed the game for low-income enrollees? Think again. The average savings were small—about the cost of a fast-food meal. Meanwhile, zero-premium plans became a hotbed of fraud. #ParagonPIC Read: https://t.co/oFjhhrymU1 The average savings from #ARPA's enhanced subsidies for low-income enrollees were around $30-$45/month. Low-income enrollee savings is not substantial enough to dramatically change affordability. The #ARPA subsidies were not a game-changer. #ARPA promised enhanced subsidies, but low-income enrollees got modest savings ($30-45/month). Meanwhile, zero-premium plans opened the floodgates to fraudulent activities and exploitation. Paragon estimates that fraudulent enrollment at 100%-150% FPL is likely upwards of 4-5 million people in 2024. $0 premium plan fraud is estimated to cost between $15 to $26 billion this year. Enhanced #ACA subsidies ending ≠ mass uninsured. Predictions about ACA enrollment post-enhanced subsidies are blown out of proportion. Daniel Cruz & Greg Fann break down why millions won’t lose coverage—despite what some would have you believe. https://lnkd.in/e62-Vyas Alarmist #ACA predictions are nothing new. In 2018, ending the individual mandate was supposed to cause a crisis—yet enrollment remained stable. Now, we’re seeing similar overblown fears about enhanced subsidy expiration. Oliver Wyman predicts 1.7 million with chronic conditions will drop ACA coverage if enhanced subsidies end. But their definition of "chronic condition" differs significantly from CMS’s more precise data. Most with chronic conditions will remain covered. Enhanced subsidies weren’t the only reason #ACA enrollment grew. State-level policies, increased broker incentives, and direct enrollment efforts all played a role. It’s unlikely a modest change in enhanced subsidies will reverse these gains. $30-$45 a month is a modest premium increase, and those with chronic conditions likely won't drop their plans because of it. The narrative of "catastrophic consequences" is misplaced.

NEW #ParagonPIC: Medicaid is no longer primarily a safety net for the poor. Enrollment as a percentage of the U.S. population has more than tripled, rising from ~8% in the late 1980s to nearly 27% by 2022. READ MORE ⬇ https://lnkd.in/g9hV7nAd Over the same period, the poverty rate has remained relatively stable. This further illustrates #Medicaid’s transformation from a program primarily serving the poor and vulnerable to one that now covers a broad segment of the population. The #ACA allowed states to expand #Medicaid to able-bodied, working-age adults with incomes up to 138% of the federal poverty level. Medicaid eligibility is no longer tied strictly to categorical requirements (such as being a parent, child, pregnant, or having a disability).
