🚨 Universal Jurisdiction Conference: Accelerating Progress on Justice and Accountability for the War in Ukraine and Beyond 🚨 As the “Universal Jurisdiction: Accelerating Progress on Justice and Accountability for the War in Ukraine and Beyond” conference concludes, we reflect on two days of expert discussions hosted by the CEELI Institute in Prague, the International Bar Association (IBA), and the Center for International Law and Policy in Africa (CILPA). The conference united legal minds to explore how universal jurisdiction can drive accountability for international crimes, including those committed during Russia’s war on Ukraine. The conference opened with a keynote address from Andriy Kostin, Prosecutor General of Ukraine, who underscored the importance of universal jurisdiction in bringing war criminals to justice. His address set the stage for insightful panels focused on translating this legal principle into action. The first panel, moderated by Dr. Mark Ellis, Executive Director of the IBA and Chair of the CEELI Institute's Board of Directors, examined the role of domestic laws in enabling or restricting the use of universal jurisdiction. Prof. Dr. Cedric Ryngaert highlighted a critical challenge: "While the concept of universal jurisdiction is not highly contested, the modalities of implementing it may well be." He stressed that universal jurisdiction for crimes of aggression should be consistent with other international crimes. The #RomeStatute defines the crimes within the International Criminal Court's jurisdiction and outlines the general principles, procedures, and cooperation obligations of its States Parties. 🙌 124 countries are States Parties, but what about the other states? What can parliamentarians do to ensure that the #ICC is truly universal? #Parliamentarians from States that are *not yet* parties to the Rome Statute can: ✅ remove legal and political obstacles to the ratification or accession process ✅ draft legislation and undertake any legislative or political initiative that may contribute to the ratification or accession Parliamentarians from States Parties to the Rome Statute can: ✅ work with other parliaments and governments to promote the ratification and accession of the Rome Statute within the framework of the overall promotion of #humanrights, the rule of law, justice, peace, democracy, sustainable development, and multilateral cooperation. ✅ request that their government promote the ratification of the Rome Statute in other countries through bilateral contacts and multilateral venues. 📘 Download our Parliamentary Kit for more information: https://lnkd.in/gH65mb56
