This month, CLS staff members Dacil Keo, Ari Schoenburg, and Anaga Srinivas gave presentations on SSI/Social Security Overpayments at both the South Philadelphia and North Philadelphia offices of the Cambodian Association of Greater Philadelphia. The audience members were senior citizen Cambodians, several of whom said during the presentation that they had received SSI overpayments notices. Overpayment notices are sent when SSA believes that a recipient was paid too much in benefits and now must pay SSA back. The overpayment amount can be in the thousands or even tens of thousands. One common reason that overpayment occurs is because of the strict income and resource limits for SSI. Many recipients are unaware of what resources count toward the limit and/or do not realize they’ve exceeded the limit. SSA finds out months or years later that someone exceeded the income or resource limit. The presentation explained the causes of overpayments and actions recipients can take (appeal, request waivers, and payment plans). The audience members asked a lot of questions and even made jokes! CLS provides free legal assistance in all languages, including Cambodian. We help with overpayments in addition to other legal problems. WASHINGTON, D.C. - Richard A.J. Prebil, Esq., LASP Veterans Advocacy Project Supervising Attorney, and Nicole McCoy, Esq., Chief Legal Services Officer at Veterans Multi-Service Center, were invited to present at the National Alliance to End Homelessness 2024 National Conference on Ending Homelessness in Washington, D.C., on Wednesday, July 10, 2024. Their presentation, “Breaking the Cycle of Homelessness Through Human Services and Legal Aid Partnership,” focused on the innovative collaboration between VMC and LASP to provide wrap-around services for unhoused and at-risk individuals in our community. Through a conversation on best practices in establishing and building the partnership, Richard and Nicole highlighted how collaboration between organizations can be life-changing for clients and how to replicate the LASP-VMC partnership in communities across the country. The 2024 National Conference on Ending Homelessness brings together service providers, system leaders, advocates, and people with lived experience of homelessness to learn from each other, discuss best practices, and share new innovations in the field. #NAEH2024 #endhomelessness #communitypartnership

Take a look at the National Low Income Housing Coalition's newly released report Out of Reach 2024: The High Cost of Housing. This year's report shows that those with the lowest incomes, including people experiencing homelessness, confront great challenges when faced with high housing costs, insufficient wage growth, and an inadequate housing safety net. These critical issues are something our advocates encounter regularly in their civil legal aid work across Pennsylvania. Indeed, many civil legal matters are deeply intertwined with poverty, and the barriers highlighted in this report reflect the broader struggles of those we serve.
Today we released Out of Reach 2024: The High Cost of Housing. Published annually, the Out of Reach report highlights the gulf between the wages people earn and the price of modest rental housing in every state, county, and metropolitan area in the U.S. This year’s report shows that despite rising wages, cooling inflation, and low unemployment, low-wage workers and other renters with low incomes continue to struggle with the cost of rent. Given the inadequate housing safety net and increasingly unaffordable rents, it is no surprise that homelessness is on the rise. Addressing these challenges requires long-term federal investments in affordable housing and the Housing First model for ending homelessness. CLS supervising attorney Joline Price spoke to WHYY about the need to expand PA's Low Income Home Energy Assistance program to cover cooling costs.
