About us

Philadelphia Lawyers for Social Equity (PLSE) is a 501(c)(3) non-profit legal aid organization. PLSE’s mission is to work toward just outcomes for low-income individuals who have had contact with the Pennsylvania criminal justice system. Through individual representation, strategic litigation, community education, research, and legislative advocacy, PLSE advocates for a more equitable social environment for those with criminal records, including expanding access to employment and social services.

  • Thank you Lisa! Even during this time of transition, PLSE has continued to grow. We have expanded our services, increased our level of participation in community events and our collaborative partnerships with other organizations, and refined and improved our internal infrastructure. It is no easy feat maintaining this type of progress under any circumstances, let alone during a time of leadership transition. All of us at PLSE can confidently say that this was all possible due to the able leadership of our Interim Executive Director Lisa Campbell. During her tenure as both a member of our Board of Directors and then as Interim ED, Lisa has led with confidence, an unmatched attention to detail, thoughtfulness, humility, and compassion. She has proven herself an irreplaceable colleague, mentor, and friend and all of us will miss her greatly. It is truly rare to be part of an organization that possesses such a healthy and collegial culture, and this is thanks to leaders like Lisa for whom a dedication to our team and our clients comes first. Thank you, Lisa. You will always be part of the PLSE family and we are all excited to see what great things you achieve next!

  • The Lancaster County Pardon Project is excited to announce that it was named the recipient for a $10,000.00 grant from the Lancaster Law Foundation. The Pardon Project of Lancaster County has held clinics at over a dozen locations since its founding in 2021. Its principal Hub is Zion Community Services of Pennsylvania and its leader is Mary Hoskins, MPA, Zion’s Executive Director. If you are in their area, please attend the Lancaster County Pardon Project’s 1st Annual Symposium on October 19 from 10 AM to 4 PM at the Lancaster Chamber of Commerce.   • For 17 years running the Drexel University Law School’s Carl “Tobey” Oxholm Summer Fellowship has provided a stipend and an internship at Philadelphia’s Law Department to public service-minded 2Ls. This year, for only the second time, two students rather than just one received the fellowship: Nicholas Spinoso and Taylor Molina.   • Charles Simmons is PLSE’s New Community Outreach Coordinator Charles Simmons, who previously joined PLSE as a record clerk, has taken on a new role as our Community Outreach Coordinator. He has a background that blends research, legal support, and community work, having earned a psychology degree from Drexel University. After spending time as a clinical researcher and publication assistant, he gained experience analyzing criminal court records at an international employment screening company. At PLSE, he began working within the First Judicial District’s Office of Judicial Records, where he helped PLSE clients through the lengthy pardon application process. Motivated by a desire to serve the city he grew up in, Charles joined PLSE because of its mission to uplift a population that’s been historically neglected, not only in Pennsylvania but around the country: those with criminal records. In his current role, he balances organizing community clinics in Philadelphia with leading outreach and advocacy efforts across the city and state, working closely with individuals with lived experiences and the organizations that support them. We are excited to have Charles in this new public-facing role!

  • This month we honor the invaluable contributions Tobey Oxholm has made to PLSE and express our gratitude for his mentorship as he enters his retirement. Tobey Oxholm began working with PLSE in 2016 as a volunteer, preparing expungement petitions from Gouldsboro, PA, where he lives. When one of our founders, Mike Lee, took a new job, Tobey became PLSE’s interim ED. Once we had a permanent ED, Tobey became the Director of our Pardon Project (which he started), helping to launch pardon projects all around the state. And since July 1st, after stepping down as a Director of the Pardon Project, he’s continued as a volunteer Pardon Coach, taking on clients with challenging cases. He’s been a friend, a mentor, and a motivator to all of us, and we will miss him greatly!
