I'm happy to share my latest short paper, "𝐏𝐨𝐥𝐢𝐭𝐢𝐜𝐚𝐥 𝐖𝐢𝐥𝐥 𝐚𝐬 𝐚 𝐒𝐨𝐮𝐫𝐜𝐞 𝐨𝐟 𝐏𝐨𝐥𝐢𝐜𝐲 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧," now live on Policy Studies Journal! Open access (for a limited time): https://lnkd.in/gDU77fjt Motivation: In a world facing climate crises and pandemics, understanding what drives drastic policy innovation is crucial. Argument: Political will—defined by authority, capacity, and legitimacy—is key to shifting government priorities through bold, untried policies. Case & Findings: China’s low-carbon city experiments show that strong political will drives more innovative policies, which remain effective even through leadership changes, thanks to institutionalized governance. Relevance: While focused on China, these findings could apply to various global contexts (with some caveats). #PolicyInnovation #ClimatePolicy #PoliticalWill #Governance

Happy to say my article with Mary Anderson, PhD, "Not just the nation's hostess: First Ladies as policy actors" is available for Early View at Policy Studies Journal: https://lnkd.in/dpSCYCR4 We argue for greater attention to First Ladies and the roles they play in the policy process. Using data from 1995-2022 that we and student research assistants collected and coded, we are able to describe the different audiences U.S. First Ladies have addressed and the extent to which they talk about substantive policy to those different groups. First Ladies have spoken to national organized interests and policy summits or other events much more often than is often noted. First Ladies' unique positions in government--part of the executive branch, but neither elected nor hired as staff-- provides both opportunities and constraints for how they engage in policymaking.
