On what would have been the first Monday of New York City's Congestion Pricing Plan, a team from The New York Times spent the morning counting cars to estimate potential revenue. They counted 22,252 vehicles and estimated $200k in revenue would have been generated during their hour of counting. Manual counts only provide a limited picture of traveler activity... which is where Replica comes in. To get the full scope of vehicle activity, the Times used Replica data, which shows an estimated 347,000 trips into the tolling district on an average weekday. Where are the most critical bridges in the country? We worked with Alta Planning + Design and HEAVY.AI to create the first nationwide database of bridge conditions that also includes information on who uses each bridge, in order to help prioritize the allocation of significant funding under the Bipartisan Infrastructure Law in more equitable ways. The dataset, which incorporates data from the USDOT's National Bridge Inventory and Replica, assigns a Criticality Score to each bridge, and is designed to unlock the ability for agencies around the country to better answer questions related to equitable infrastructure improvements. Last week, NYT reporter Ana Ley cited Replica on an episode of the The New York Times's The Daily podcast, exploring Governor Hochul's decision to halt congestion pricing in NY, and the resulting impact on the Metropolitan Transportation Authority. Replica analysis helped to shed light on who would be impacted by the now-paused policy (spoiler alert: compared to those who take transit to work in the congestion zone, drivers have an average income 8% higher ($185K vs. $171K) and are much more likely to be white non-hispanic (51% vs. 36%)). Working on this report over the past year with my fellow Hunter students and Ryan Russo has been incredibly rewarding, and couldn't come too soon. As Gov Hochul indefinitely postponed congestion pricing yesterday out of concerns for working families, it's worth noting that our research shows that the average car owner makes nearly 2x more than the average non-car-owner in NYC. Over the past 50 years, the city has seen a 45% increase in total vehicles but only an 11% increase in population. Parked in the public right-of-way (97% of which is free), car storage is the largest impediment unlocking complete streets. Other highlights from the report include conducting the first research on out-of-state plates in NYC in 37 years, and mapping some fascinating datasets on curb regulations and the value of free parking. Many thanks to NYC DOT's Huma Husain, Justin Romeo, P.E., stevie feig, Jonathan Hawkins, and Eric Beaton for taking the time to join our studio, Henry Grabar and Donald Shoup for inspiring many of our recommendations, and Replica for training and access to its data platform, all of which helped form the contents of this report.
