Working together to improve lives by delivering equitable access to socially responsible solutions.

About us

RHA creates a bridge to programs that improve lives, enhance communities and protect the environment. A certified Minority Business Enterprise, our earliest initiatives recognized the need to advance social equity and led us to pioneer California's first energy efficiency and sustainability programs for underserved populations. More than 40 years later, RHA continues to broaden our impact and cultivate diversity, equity and inclusion. Our statewide network of staff, contractors and community partners is reflective of and committed to the communities we serve, bringing passion and innovation to our work. Whether helping families lower their utility bills, assisting businesses in reducing their carbon footprint or equipping Californians to make informed choices, our diverse team creates a positive impact for those in need. As a result, RHA has helped millions of families and thousands of businesses conserve energy, save money, reduce greenhouse gas emissions and access vital services. As an employer, we are dedicated to making RHA a great place to work. We strive to provide a safe environment where team members feel empowered to show up authentically. RHA actively cultivates equity and inclusion organization-wide, continuously evolving to ensure all team members are supported.

  • Congratulations to our CEO, Cynthia Bruno Rafferty, a 2024 Marjaree Mason Center Top Ten Professional Women Honoree. This award recognizes Cynthia’s achievements, leadership and commitment to positively impacting our community and industry. As RHA’s CEO since 2014, she has led the success and growth of our climate and community programs, helping millions of Californians improve their health and well-being, save energy and water, decrease greenhouse gas emissions and safeguard against extreme heat and wildfires. Before becoming CEO, Cynthia oversaw a large-scale RHA program that trained and managed a network of community organizations to help hard-to-reach and disadvantaged Californians learn about and enroll in Covered California. With a Juris Doctorate from UCLA Law, Cynthia began her career serving our country as a U.S. Navy JAG Officer. She honorably served over five years as a staff judge advocate. After her active-duty service, she went to work for the U.S. Department of Defense Counterintelligence Field Activity Office and the U.S. Senate Intelligence Committee.
