About us
The Rural County Representatives of California (RCRC) is a forty member county strong service organization that champions policies on behalf of California’s rural counties. The term "rural" may be defined in various ways: population density, population size, demographics or economic data. However you define it, rural counties face unique challenges when putting federal and state policies into effect. The greater distances, lower population densities, and geographic diversity of RCRC's forty member counties create obstacles not faced by their more urban or suburban counterparts. For those reasons, "one-size-fits-all" policies don't work, especially when the "size" typically is a more metropolitan model. Founded in 1972, RCRC works with its membership to advocate on behalf of rural issues at the state and federal levels. RCRC provides the rural county perspective on a myriad of issues during the legislative and regulatory process, including land use, water and natural resources, housing, transportation, wildfire protection policies, and health and human services. The core of RCRC’s mission is to improve the ability of small, rural California county government to provide services by reducing the burden of state and federal mandates, and promoting a greater understanding among policy makers about the unique challenges that face California's small population counties. The RCRC Board of Directors is comprised of a member of the Board of Supervisors from each of its forty member counties. RCRC staff work in partnership with the Board of Directors to deliver a rural perspective when legislation and regulations are being formulated in Sacramento, and Washington, D.C. Our efforts help enhance and protect the quality of life in California’s small and rural counties.

Today, the Executive Committee for RCRC and several of its affiliates, Golden State Finance Authority, National Homebuyers Fund, and Golden State Connect Authority, held a simultaneous meeting along with individual organizational meetings. The agenda included a host of organizational matters, including quarterly financial reviews, legislative updates, and a discussion of RCRC's 2025-27 Strategic Plan, among others.

This morning, Former California State Assembly Speaker and University of California (UC) Regent John A. Perez presented to the Executive Committees of RCRC and several of its affiliate entities. His presentation highlighted the challenges and opportunities facing the UC system, particularly in addressing achievement and opportunity gaps. Perez emphasized the potential for collaboration between the UC system and rural counties to enhance educational access and outcomes. Thank you, Regent Perez, for offering insights and exploring ways to advance educational and workforce opportunities in rural California.

This morning, RCRC's President & CEO Pat Blacklock addressed the County of Yolo Board of Supervisors. In his presentation, Pat highlighted RCRC's strategic plan and the ongoing efforts by our affiliate entities to enhance homeownership, forest health, broadband access, as well as other vital initiatives for #ruralcounties. Golden State Natural Resources (GSNR), an RCRC-affiliated entity, invites the community to a public meeting in Stockon on Wednesday, October 30, at 6:30 PM regarding the Draft Environmental Impact Report (DEIR) for GSNR’s proposed forest resiliency project. The DEIR is currently available for a 60-day public review and comment period. At the meeting, attendees will receive an introduction to the report, an overview of the comment submission process, and have the opportunity to submit initial public comment on the report. GSNR is a nonprofit public benefit corporation established by rural counties in California to address the urgent issue of catastrophic fires resulting from overgrown and under-managed forests. GSNR’s proposed project aims to improve the health and resiliency of California’s forestlands by sustainably gathering and processing excess biomass.
