What is Section 31? Kobayashi Maru has multiple lines of effort that are addressing capability delivery in different ways. Section 31 is the “DevOps” branch of Kobayashi Maru whose mission is to continuously deliver impactful software Space Operators love. Kobayashi Maru was directly tasked by the Assistant Secretary of the Air Force for Acquisition, Technology & Logistics (AT&L), Dr. William B. Roper, to establish the second Air Force Software Factory here in Los Angeles California. In addition to the direct tasking, per guidance by the Commander of Air Force Space Command (AFSPC), General John W. Raymond and Dr. Roper outlined in an official memorandum that “organizations under AFSPC must institute a unified DevOps construct to provide agile capabilities via software applications that can be integrated onto an existing approved hardware and software enterprise.” Section 31 is initially focused on modernizing SDA capabilities and deprecating current legacy SSA systems, but will grow to encompass the greater SDA/ESBMC2 enterprise over time. We stand on the shoulders of giants like PEO Digital’s Kessel Run, JIDO, and NGA--executing exciting projects that are building new capabilities and solving urgent pain points by partnering with Silicon Valley and utilizing commercial software development best practices. But we have taken what works from those organizations and made it more awesome, fueling our vision to create a digital Space Force where extraordinary software propels space dominance. Mission: Continuously deliver impactful software Space Operators love. *Section 31 is a Star Trek reference to an unacknowledged Starfleet Intelligence organization that makes allowances for "bending the rules" during times of extraordinary threats. They operate on the basis that extraordinary threats warrant extraordinary measures to accomplish the mission.
