The Center for Intelligence and Crime Analysis (CICA) is part of the Criminal Justice Center at Sam Houston State University. Our mission is to assist public safety agencies so they may increase their analytical capabilities through professional development, education, and research. Our goal is to enhance public safety through expanded and improved data analytics. We accomplish this goal by focusing our work in three areas: 1) academic programming for SHSU students, 2) professional development courses and workshops for working analysts, 3) direct technical assistance for agencies.

I had the distinct pleasure of supporting my peers in crime and criminal intelligence analysis field this past week. Sam Houston State University’s, Center for Intelligence and Crime Analysis (CICA) held the second of four distinctive courses that comprise the Crime Analysis Certificate Program for another cohort. The course I had the privilege of presenting was focused on database fundamentals, use of Microsoft Excel, Power Query and the introduction of data visualizations. For some it was old hat, but for others it was an introductory course to statistical analysis as it applied to crime analysis. Focusing on connection to data, cleaning, analysis, and visualization, there was something to takeaway for everyone. The feedback was exceedingly positive, with many participants expressing newfound confidence in their ability to handle complex datasets and storytelling. Storytelling is a key skill that helps analysts translate complex data into actionable intelligence. It allows them to uncover hidden patterns and present their findings in a way that influences decision-making. While AI may be the buzzword of the day, the ability for analysts and commissioned personnel to identify trends, convey insights, and make recommendations, based on their own analysis, is invaluable. For this course iteration, I had the privilege of imparting my skillset in analysis. I have achieved what I have based on the teachings and sharing of professionals such as Christopher Bruce, 💫Dawn Reeby, Matthew Harris, Alex Freberg, Charley Giberti, Andy Kriebel, Debra Piehl, Carlos Barboza, Oz du Soliel, Alli Torban, Jon Acampora, Deb Ashby and many more. I have thoroughly enjoyed my data journey and am very blessed to have had mentors, active and passive, to impart their wisdom. I am a lifelong learner that has found a niche for data analytics in law enforcement, following a career in military intelligence. Thank you Dr. William Wells for the opportunity to impart a fraction of what I’ve learned and been able to employ. I’ve been able to apply a great deal in furtherance of crime analysis for the state of Texas, and look forward to continuing my efforts under the leadership of Sarah H., Hilary Martinez, and Jodie B. Tullos.

Evidence-based policing is coming, whether you want it or not. So here's my three-page pitch for police departments to develop police scientists within their ranks, or find willing partners for the role. Why in house talent and not (most) criminologists? Because as I write... "Many academics have been trained in a tradition of researching on the police, not with or for the police." So develop your in-house talent with the help of folk at say The American Society of Evidence-Based Policing, Society of Evidence Based Policing (SEBP), ANZ SEBP - Australia and New Zealand Society of Evidence Based Policing , SEBP-NL (Society of Evidence-Based Policing Nederland) or The Canadian Society of Evidence-Based Policing.
