🌞 ☀ Exciting news coming from Boulder today! Jared Polis signed "Powering Up Colorado" Thank you to Colorado Energy Office, Solar Energy Industries Association, IBEW Local 111, Natural Resources Defense Council (NRDC), & Colorado Solar and Storage Association (COSSA) for being the backbone of this bill. The bill mandates the creation of a grant program by the Office of Future of Work, in collaboration with the Colorado Energy Office, to support lineworker apprenticeship programs. This program will be funded with $800,000 transferred from the general fund on July 1, 2024. Additionally, the bill requires large investor-owned electric utilities (serving 500,000+ customers) to upgrade their distribution systems to meet Colorado's electrification and decarbonization goals. These utilities must start data collection, set cost caps, propose flexible interconnection agreements, and establish a single application process for hybrid facilities. They must also identify interconnection capacity for communities disproportionately affected by these changes. The bill outlines cost recovery mechanisms for utilities, allowing them to recover investments through existing adjustment clauses, pending commission approval. Utilities are required to file distribution system plans that ensure sufficient hosting capacity and consult with impacted communities. These plans must present future scenarios and be evaluated based on specific criteria, including adequate staffing levels and performance-based frameworks. The commission will create rules on energization timelines, interconnection, and related costs. Utilities must file annual grid modernization adjustment clause advice letters and create virtual power plant programs with performance-based compensation tariffs by February 1, 2025. By January 1, 2025, utilities must also submit plans for undergrounding distribution infrastructure, using 1% of the previous year's gross electric revenues, and consider public benefits in these plans. For the 2024-25 fiscal year, $607,478 is allocated to the Public Utilities Commission to implement the bill. #Solar #Colorado #RenewableEnergy
Today, Gov. Jared Polis signed SB24-218 "Powering Up Colorado" into law at a signing ceremony held on RMI's campus in Boulder, CO. Bill sponsors Senate President Steve Fenberg, Senator Chris Hansen, House Majority Leader Monica Duran, and Representative Kyle Brown earned bipartisan support for this suite of policy changes aimed at modernizing the local #electricgrid. Colorado Solar and Storage Association (COSSA) joined the Colorado Energy Office (represented at the ceremony by Executive Director Will Toor), Solar Energy Industries Association, IBEW Local 111, and the Natural Resources Defense Council (NRDC) to form a broad coalition working to benefit utility customers as well as the state’s workforce and environment.
