It’s official! 🎉 On Friday, December 15th, REFORM passed Senate Bill 838 in Pennsylvania, creating second chances for hundreds of thousands of Pennsylvanians on probation. Thanks to Senate Bill 838 ➡️ https://bit.ly/PASB838 ✅ 120,000 + people will be able to get their probation terminated early ✅ 300,000+ people will live with fewer restrictions and will be spared from incarceration for technical violations ✅ Hundreds of thousands of people who struggle to pay fines and fees will benefit from a system that takes their financial situation into account. We’re thrilled to share that with this victory in PA, REFORM has officially created pathways for more than 800,000 people to exit the supervision system across 11 different states. We want to thank our legislative champions, our justice-impacted community, and the Pennsylvania Safety Coalition for never giving up hope and sticking together to pass this bill. Who is helping the women? The women who are being incarcerated at twice the rate of men. The women who are struggling to take care of their families because of past mistakes? The women who are afraid to fill out that application because of a box they have to check. The women that the system is failing. The women that the media and society have stigmatized. The women with trauma. The women with mental health issues. The women with imposter syndrome. The women who feel like they aren't enough. Who is helping the women? I am... I'm helping the women. Although men are still incarcerated at a much higher rate than women, the rate of growth for women's incarceration has been twice as fast as men's since 1980. In 2022, there were 87,784 women in state or federal correctional facilities in the United States, compared to 1,142,359 men. However, women's incarceration rates are climbing at double the rate of men's in state prisons. Women's incarceration rates have been growing even as many states have reduced their overall use of incarceration. Some say that decarceration efforts are leaving women behind and that jails and prisons, which have historically been designed for men, fail women in specific ways. ⚠️ TW: Suicide/Violence/Sexual Abuse Cheryl Henderson’s son, Chadarion, worked 16-hour shifts to cover his costly parole fees while caring for his family. Despite always being compliant, one day his young son accidentally dropped his phone in the toilet, preventing him from checking in with his parole officer. For missing that single call—a technical violation, not a crime—Chadarion was immediately penalized and sent to Parchman Prison in Mississippi. In just 13 days, the severe abuse he endured led to his tragic death by suicide. Hundreds of thousands of people are incarcerated each year for technical violations like missed calls or curfew breaches.
