About us

The Office of Surface Mining Reclamation and Enforcement (OSMRE) is a bureau within the United States Department of the Interior. OSMRE is responsible for establishing a nationwide program to protect society and the environment from the adverse effects of surface coal mining operations, under which OSMRE is charged with balancing the nation’s need for continued domestic coal production with protection of the environment. Our mission is to carry out the requirements of the Surface Mining Control and Reclamation Act (SMCRA) in cooperation with States and Tribes. Our primary objectives are to ensure that coal mines are operated in a manner that protects citizens and the environment during mining and assures that the land is restored to beneficial use following mining, and to mitigate the effects of past mining by aggressively pursuing reclamation of abandoned coal mines.   • "A common field one day. A field of honor forever." Because of the actions of the 40 passengers and crew aboard Flight 93, attack on the U.S. Capitol was thwarted. The Flight 93 National Memorial near Shanksville acknowledges both the historical events of 9/11 and the land's significant ties to coal mining in this part of Pennsylvania. In October 2012, OSMRE provided more than $300,000 in grant funding to the Flight 93 National Memorial to clean up acid mine drainage from an underground coal mine near the crash site. The money came from civil penalties levied against mine operators that violated federal mining law. The money was used to benefit both the environment and several-hundred-thousand annual visitors.

  • Nearly $9.7 million in fiscal year 2024 Bipartisan Infrastructure Law funding has been announced for Wyoming to address dangerous and polluting abandoned mine lands (AML), create good-paying, family-sustaining jobs, and catalyze economic opportunity! This Investing In America funding builds on nearly $19.4 million allocated to Wyoming for AML reclamation in fiscal years 2022 and 2023.   • OSMRE is inviting public comment on the Spring Creek Mine Federal Mining Plan Modification Draft Environmental Impact Statement (EIS) ✍️ The 45-day public comment period opens today, Sept. 6, as the Draft EIS has published in the Federal Register. Comments must be received no later than midnight on October 22 to be considered.
