We are thrilled to announce another keynote speaker for the 21st Annual Columbia Africa Conference: Jean-Paul Adam 🎤✨ Jean-Paul Adam is the Director for Policy, Monitoring and Advocacy in the Office of the Special Advisor on Africa to the United Nations Secretary General. He joined the UN in January 2020 and served as the Director for Technology, Climate Change and Natural Resources Management in the United Nations Economic Commission for Africa up until June 2023. He previously served in several Cabinet positions in the Government of Seychelles including Minister of Finance, Trade and the Blue Economy (2015-2016), where he negotiated a debt for climate change adaptation swap in 2015 which placed 30% of Seychelles oceanic space under protection, and launched the process for Seychelles to become the first issuer of a Blue Bond. “Conflict plays a significant role in driving poverty in Africa, with conflict-affected countries, including those plagued by violent extremism, more likely to experience poverty.” The International Day to #EndPoverty is marked annually on 17 October. This year, its theme is "Ending social and institutional maltreatment: acting together for just, peaceful and inclusive societies. " The day focuses on the crucial link between poverty, peace, and justice. This link is clearly illustrated in United Nations Secretary-General António Guterres's latest report on the “Promotion of durable peace through sustainable development in Africa.” The report examines persistent and emerging challenges impacting the achievement of durable peace in Africa, a critical pillar for the continent’s sustainable development and achievement of the Sustainable Development Goals (SDGs). It provides a broad overview of the peace and security landscape in Africa and the continent’s progress towards the SDGs, with a specific focus on the intersectionality between peace and security, development, humanitarian action and human rights. The quadruple nexus can be seen across every pillar of the SDGs, particularly in people-centred Goals that tend to drive or exacerbate violent extremism and other forms of conflict on the continent unless remedied, such as poverty, hunger, poor health and lack of education. It further highlights the link between high levels of poverty and recurring conflict. Africa’s progress towards the SDGs has been particularly uneven, with significant challenges to achievement across virtually all goals. While substantive progress has been made towards some goals, the region faces significant challenges in achieving those related to human welfare, such as Goal 1, which aims to end poverty in all its forms. Poverty on the continent is multidimensional, with poor households in conflict-affected countries often facing multiple deprivations, including lack of access to basic services, economic opportunities and resources, all of which disproportionately affect women and young people. In several countries, more than one third of the population suffers from simultaneous deprivations in education, basic infrastructure and monetary welfare. Such concurrent deprivations often create a breeding ground for inequality, social tensions and grievances, fuelling conflict, humanitarian crises and human rights concerns. The report’s findings underscore the urgent need for a comprehensive and integrated approach that acknowledges the interconnections between peace and security, development, humanitarian action and human rights in Africa. It further provides recommendations for African Member States, development partners and the multilateral system to work together in tackling the quadruple nexus and addressing poverty. Today, as we reflect on the role of food security in fostering sustainable development, it's crucial to recognize the multifaceted impact of homegrown school feeding programs. These initiatives go beyond just providing meals; they serve as a vital entry point for addressing various societal challenges. ✨ Peace and Security: Homegrown school feeding programs can enhance state legitimacy and help deliver essential social services, laying the groundwork for durable peace and sustainable development. The Secretary-General advocates for these programs as essential tools for transformative change in Africa. 🔋 Energy Access: These programs can also facilitate the implementation of renewable energy solutions. By establishing locally managed structures, communities can scale up off-grid energy solutions, promoting sustainability and resilience. 🌱 Climate Adaptation: Reliable energy access empowers communities to adopt climate adaptation strategies, from smart irrigation systems to clean cooking methods, ultimately reducing pollution and enhancing environmental sustainability. 🥦 Food Systems Transformation: With increased energy access, communities can leverage homegrown school feeding to transform their local food systems. However, proper budgeting and financing are essential. Africa must mobilize domestic resources and increase Official Development Assistance (ODA) to revitalize these programs. The benefits are clear: for every $1 invested in homegrown school feeding, there’s a return of $9. This represents a win-win opportunity for Africa and its partners, fostering stability and growth. Today, let's reaffirm our commitment to working hand-in-hand. A robust Africa is not just beneficial for the continent but a win for the entire world.

This publication, which can be read at https://bit.ly/3Zzq1f8, makes concrete recommendations for African governments to prioritize domestic resource mobilization to access adequate financing needed to strengthen formal and informal justice systems, ensuring equal access to justice, particularly for marginalized groups. It also highlights the importance of strategic reforms to address corruption, guarantee judicial independence and enhance the delivery of justice in underserved areas. The report then delves into the role of Africa’s development partners, who are called to provide sustainable financing and support for capacity-building in conflict-affected regions, as well as the multilateral system, which is encouraged to improve coordination, foster partnerships, and enhance data collection to inform targeted policies that drive systemic reforms and promote justice access across the continent. This new report from the UN chief also addresses the rule of law in Africa from the perspective of the people-centred approach set out in 2023 in his new vision for the Rule of Law, recognizing it as a foundation for inclusive sustainable development, conflict prevention and peace. The report states, “By addressing the root causes of injustice and inequality, African countries can cultivate more resilient and inclusive legal systems. This holistic approach upholds rights and dignity, fostering sustainable peace, stability and development across the continent.,” the report states. This also highlights the nexus between peace and security, development, humanitarian action and human rights in accelerating Africa’s development. This multilateral engagement at the UN General Assembly comes at a pivotal moment, as 2024 marks the starting point of the second half of the implementation period for the 2030 Agenda for Sustainable Development and the beginning of the second 10-year implementation plan (2024-2033) of the African Union’s Agenda 2063. It also comes on the heels of the Summit of the Future, which saw Member States adopt an ambitious Pact for the Future.
