About us
Pavilion is a marketplace for state and local governments. With Pavilion, public servants can work smarter using shareable contracts and suppliers can sell more using the contracts they’ve already won. We're on a mission to improve the lives of all Americans by building technology that connects and empowers the people doing the work of procurement.

Introducing the Cost to Procure Calculator, our new free tool developed with National Cooperative Procurement Partners to help public sector buyers estimate the costs of running a new solicitation versus leveraging a cooperative contract. This tool uses data from NCPP's RFP Tracking Project, which collected solicitation cost data from nearly 40 public entities, to estimate the key salary costs associated with running a new solicitation. By understanding these costs, buyers can make more informed procurement decisions, streamline processes, and better manage taxpayer resources.
