Position Overview

The Outreach Manager reports to the Director of Operations and will also be supported by the Executive VP of Roca Maryland. This position will include oversight and supervision of the After Shooting Protocol and Outreach Specialist(s). Working in collaboration with all other Roca Maryland staff, the Outreach Manager will support the quality implementation of the Intervention Model to ensure Non-fatal shooting victims meeting Roca Criteria are enrolled in the program and are moving toward benchmarks.

The Outreach Manager will have the primary responsibility of servicing individuals who are at high risk of being re-victimized and/or killed. The Outreach Manager will engage non-fatal shooting victim ideally within 48 hours of the shooting incident. The manager will manage the Outreach Specialist(s), where they will communicate with hospital and community partners to service Young People on their caseloads.

The successful Outreach Manager will work closely with team members, supervisors, and others within the organization to ensure that each young person is driving to outcomes of economic independence and living out of harm’s way. We strive to meet the following outcomes: No Re-Incarcerations and Retained Employment.

General Responsibilities

  • Meets with Director of Operations regularly to review outreach data and determine outreach caseload.
  • Complete all initial risk assessments of all NFSV referrals.
  • Regularly work with Assistant Director of Data and Evaluation to manage and develop ASP referral lists and data requirements.
  • Administer intakes of male NFSV’s 16 to 24 in Baltimore City.
  • Case manage caseload of all 90-day registrants.
  • Coordinate ASP safety housing, relocation(s), and relocation follow-ups.
  • Manage documentation required by finance for ASP expenses.
  • Maintain ASP supplies, inventory, and ordering.
  • Manage and supervise Outreach Specialist staff.
  • Ensure that Outreach Specialist’s complete registration suite of delivberables of securing ID, Birth Certificates, Social Security Cards, SNAP, Mental Health Assessments, and attending a healing circle within the first 90 days of registration.
  • Manage victims compensation fund application referrals to ROAR.
  • Strategically plan workweek schedules— including outreach lists for contact, programming needs, identifying if shooting victim needs additional assistance.
  • Relentlessly conducts outreach to find shooting victims and determine eligibility for Roca Programming.
  • Work with Resource Manager to address immediate documentation needs.
  • Complete mental health referral and housing assessment for every young person deemed eligible.
  • Conduct weekly partner meetings with hospital-based programs and case conference shooting referrals with appropriate follow-ups.
  • Coordinating with local hospital-based violence intervention staff to triage shooting victim needs.
  • Communicate all relevant and safety information and ASP updates to management team and during all-staff when relevant.
  • Coordinate safety precautions and plans for ASP YP with Assistant Director of Outreach.
  • Coordinate Monthly DOJ Community Walks with the DOJ, including all canvassing, setup, and preparation outreach.
  • Participate in caseload transition meetings with appropriate staff, when necessary.
  • Will hold supplemental caseload on a case-by-case basis.
  • Support outreach and programming staff in building transformational relationships and finding shooting victims in the case they become red flags.
  • Facilitate, apply, practice, and demonstrate Cognitive Behavioral Theory (CBT) using Roca’s Intervention Model.
  • Consistently exercise and apply Cognitive Behavioral Theory (CBT) informally, formally and virtually.
  • Facilitate monthly healing circles with NSV’s with corresponding engagement
  • Continually learn, demonstrate, practice and improve skills related to Roca’s intervention model.
  • Ensure accurate and timely entry of case notes into ETO (Efforts to Outcome system) daily.
  • Ability to adapt outreach efforts in accordance of data collected in ETO.
  • The Outreach Manager may also assist in determining eligibility of referrals and assist with red flags, when necessary.
  • Other duties as assigned.

Roca Expects Candidates To Have The Following Skills

  • BA preferred/Equivalent experience accepted --Minimum of three years of direct service work with high-risk young people.
  • Understanding and experience working with street involved high risk young people.
  • Capacity for creative problem-solving, conflict resolution, violence prevention
  • Strong written and oral communication skills.
  • Capacity to think and act intentionally and strategically to help young people change behaviors.
  • Creative problem solving and thinking.
  • Excellent at organizing, managing and completing multiple complex projects and tasks simultaneously with thoroughness, accuracy, timeliness and good humor.
  • Self-motivation, initiative, sound judgment, and commitment to ongoing learning are essential.
  • Ability to work as a part of a team.
  • Bi-lingual is Spanish preferred.

Physical Demands

The physical demands that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to stand, walk, use hands to finger, handle or feel objects, and talk and hear. - The employee is frequently required to push, pull, stock, and must lift and/or move up to 50 pounds. Work can be repetitive in nature. - Specific vision abilities required by this job include depth perception, peripheral vision, the ability to distinguish basic colors and the ability to adjust vision to bring objects into focus.

It may be necessary to wear some protective clothing and/or equipment such as rain and snow gear, boots, goggles, hard hat, full face shield, respirator, ear plugs/muffs and gloves. Work requires physical exertion such as long periods of standing, walking over rough, uneven surfaces, and recurring bending, climbing, crawling, crouching, stooping, and reaching, and occasional lifting or moderately heavy items. Work requires average physical agility and dexterity.

The position can work in outdoor and indoor environments. - The noise level is typically moderate. - The incumbent is frequently exposed to all outdoor weather conditions.
