CLAIMS REVIEW SPECIALIST

The Revenue Office is a major component of IREA. It is responsible for the recovery of public assistance benefits paid to current and former participants. The divisions and programs within the Revenue Office seek recovery of outstanding debts owed by participants, New York City employees and from those who received settlements as a result of personal injury lawsuits. The Office also monitors and processes participant budget changes as a result of computer matches where new financial information is uncovered or from referrals from other program areas requiring budgeting action on cases.

The Revenue Office was enhanced by the addition of the Supplemental Nutrition Assistance Program-Claims and Recovery (SNAP-CR). SNAP-CR establishes SNAP claims for the agency according to the Federal SNAP guidelines to recover inaccurate or overpayment, implement sanctions/disqualifications and discontinue issuance of inaccurate SNAP benefits. It is responsible for compliance with USDA and OTDA mandated review of actions for potential SNAP benefit overpayments on agency case actions from all CA and SNAP sites from all five boroughs and throughout the agency. SNAP-CR also receives cases for review, processing and claim establishment from BFI and Office of Audit; establishes and tracks of all IPV sanctions; prepares SNAP claim related items for Fair Hearing; and establishes all claims, records all claims related data and collects and recovers all overpayments on closed cases with SNAP recoupments.

SNAP-CR is recruiting for four (4) Eligibility Specialists level II to function as a Claims Review Specialist, who will:

  • Review, process, determine and/or establish cases assigned manually or via Automated SNAP Claim System (ASCS) cases for potential SNAP benefit overpayment. This is done by applying all USDA/FNS/ OTDA SNAP benefit rules for eligibility and SNAP claim development outlined in 7CFR273.18-USDA and 04-ADM-01 OTDA.
  • Determine the overpayment start date, claim period, claim type, claim amount using the application of SNAP benefit rules and retrospective budgeting.
  • Complete a claim packet and/or process manual/electronic paperwork for manual collections on closed SNAP claims.
  • Initiate actions to implement IPV sanctions, lift IPV sanctions or process FH decisions/packets on claim cases.
  • Obtain collateral information / documentation as needed.
  • Prepare electronic and paper eligibility forms following the review of information sources (i.e WMS, TALX, SOLQ NYCWAY etc. and referral data. Check for accuracy and submit for supervisory review / authorizations to initiate the processing of appropriate case actions.
  • Complete daily activity reports specifying work actions processed.
  • Perform other tasks as assigned by the Unit Supervisor.

Schedule: Monday to Friday-09:00 AM to 05:00 PM

Minimum Qualifications

  • Completion of 30 semester credits at an accredited college or university; or
  • A four high school diploma or its educational equivalent and one year of full-time satisfactory experience in one or more of the following areas; performing the work described below:
  • Interviewing, gathering information and/or preparing necessary documentation for the purpose of making recommendations concerning eligibility for public assistance or unemployment, health benefits, social security, insurance, or participation in social services or community programs, and other similar benefits; or
  • Performing bookkeeping, bank teller duties, housing office teller duties, purchasing agent, assistant store manager, sales representative responsible for accounts, or customer service duties or a job in which the duties include helping customers with questions or concerns; or
  • Dealing with social service agencies, legal representatives, or aiding individuals in navigating housing, social, financial or health problems or application systems; or
  • A satisfactory combination of education and/or experience equivalent to "1" or "2" above. College education may be substituted for the experience in "2" above on the basis that 30 semester credits from an accredited college or university may be substituted for each year of required experience. However, all candidates must have at least a four year high school diploma or its educational equivalent.

Special Note

Work experience which provides only incidental opportunities to perform the job duties as described in "2a", "2b" and "2c" above are not acceptable for meeting the minimum qualification requirements.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
