Provides day to day construction management of projects that develop and sustain Port infrastructure including but not limited, to vendor selection, contractor contractual requirements, construction supervision, field administration, field engineering, and quality assurance.
Key Responsibilities/Duties:
Serve as a Construction Manager on assigned projects for small to large complex and diverse construction projects
Coordinate all aspects of a construction project, including safety awareness, security, Port Houston operations, budgeting, execution, delivery, communication, scheduling and startup/commissioning
Use Port Houston defined project/construction management systems and practices, recommend improvements and efficiencies and assist in developing improved processes
Assist other construction managers in the oversight of field inspectors (both staff and consultant) and contractors to assure completed project meets scope, schedule, and budget requirements
Document construction related requirements such as submittals, pay applications, time extensions, project photos, etc.
Aid in overseeing the coordination and communication for all assigned Port Houston construction project(s) with Port Houston staff, consultants, contractors, and third party entities
Aid in the evaluation and negotiation of Change Order proposals between Port Houston, Engineers of Record (EOR) and contractors
Participate in pre-bid/proposal meetings and assist Port Houston Project Managers and external design consultants in addressing prospective bidder/proposer questions
Participate in the selection of contractors
Coordinate and conduct pre-construction conferences
Assist in the development of departmental plans, goals, objectives, policies and procedures

Perform other duties as required
Education/Experience:
Bachelor’s degree in construction management, Civil or Structural Engineering, Architecture or related major in a public or accredited private academic institution required
0 - 3 years of related experience required
Ability to obtain a Construction Management Certification within 3 years preferred Knowledge, Skills, Abilities and Behaviors
Knowledge of mathematical and scientific principles applied to civil/structural engineering
Knowledge of Microsoft SharePoint or similar system and how it applies to the Construction and Engineering process
Knowledge of engineering and construction principles, practices, techniques, and sequences, applicable codes, and construction drawings, specifications, and technical reports (design, geotechnical, environmental, etc.)
Knowledge of safety precautions associated with the job
Capable of negotiating claims, project changes, change orders, change directives or other contractual modifications
Organization, time management and prioritization skills
Skill in written and verbal communication. Capable of communicating with engineers, consultants, Port Houston personnel and members of the public

Ability to read construction drawings and building codes, and evaluate product technology by reviewing trade journals and manufacturer’s recommendation of materials
Ability to perform written calculations and produce project documentation
Ability to meet scheduled deadlines
Ability to understand, interpret, ensure compliance with, and enforce construction contract terms and conditions
A current, valid Texas driver's license is required
A Transportation Worker Identification Credential (TWIC) must be obtained within30 days of appointment, and be maintained for the duration of employment
