Overview:

The Deputy Director position for Business Services works with the Director providing administrative and technical assistance in leading the administration of the Business Organizations Acts of Illinois, including Corporations, Non-Profit Corporations, Partnerships, Limited Liability Companies, and Associations; the Trademark Registration and Protection Act; Uniform Commercial Code and related statutes related to business filings with the Office of the Secretary of State; coordinates operational and program activities to ensure compliance with these acts; and represents the Director in assigned areas of public inter-departmental, intergovernmental, and external relationships.

Duties and Responsibilities:

  • Assists in the overall direction and coordination of the activities of the Business Organizations Acts of Illinois, including Corporations, Non-Profit Corporations, Partnerships, Limited Liability Companies, and Associations; the Trademark Registration and Protection Act; Uniform Commercial Code and related statutes related to business filings with the Office of the Secretary of State; participates in the development of new program objectives, processes and operational guidelines as mandated by Illinois laws, rules and regulations
  • Assists in the formulation and implementation of Department policies, procedures, administrative rules, and regulations to ensure compliance with existing laws and efficient continuously improving processes. Participate in the development and modification of legislation designed for the improvement of effective change of existing organization programs and implementation of new programs
  • Provide managerial support and guidance to middle management and leadership roles in the Department. Assists in managing continuous improvement projects and initiatives to create streamline and efficient processes, create a knowledgeable workforce, ensure quality control in services the Department provides and good customer service
  • Leads, initiates, and participates in modernization efforts to increase technology, streamline processes, create online solutions for staff and customers and a better and more efficient customer and employee experience
  • Establishes and maintains effective inter-departmental, inter-governmental, public, and professional liaison contacts; interprets policies and the law to attorneys, corporate executives, the general public and others; assists in budget preparation. Represents the Director at various meetings and conferences
  • Performs some of the most technical and complex Corporations activates such as mergers; provides technical expertise and guidance to senior professional and supervisory staff
  • Performs other duties as required or assigned

  • Strong oral and written communication, analytical, presentation, critical thinking and organizational skills
  • Effective problem solving and human relation skills to build a positive office culture
  • Ability to organize goals, objectives, and daily work activities for the Department aligned with the Office of the Secretary of State’s broader modernization and public service-oriented goals and initiatives
  • Strong understanding of state government systems, legislative processes, intergovernmental and interdepartmental relationships, and related policies, statutes, and laws
  • Ability to formulate and implement policies, procedures, and office practices for the Department
  • Ability to supervise and effectively plan, direct, coordinate, and evaluate the activities of a professional, technical and clerical support staff
  • Ensure processes and best practices are aligned among employees and offices in Chicago and Springfield and coordinate communications between employees and divisions within the department
  • Represent, at the request of the Director, the Office of the Secretary of State before the general public and at various meetings and conferences related to the Department
  • Requires willingness to travel and possession of a valid Illinois driver’s license as required by individual positions within the class

Minimum Qualifications:

  • 4-year college degree in Public or Business Administration or related fields
  • 3 to 5 years management experience of professional workforce, preferably with experience related to corporate filings
  • Demonstrated success managing multiple divisions toward improved performance a plus
