Duties

  • Provides recommendations on controversial and unprecedented matters and, on behalf of the EO, carries out necessary negotiations on those matters with other ICs.
  • Participates in and represents the NIDCR on NIH-wide committees and activities where Institute experience in business management problems of intramural, clinical, and extramural research programs.
  • Advises the senior and organizational level leadership on issues and developments regarding administrative and business management issues and their implications and effects on program management.
  • Determines or recommends strategies and solutions that will further the institute's overall program and scientific mission.
  • Provides oversight of organizational and procedural analysis and recommends managerial improvements in methods, organizational structure, and administrative policy.
  • Develops and implements mechanisms for evaluating the effectiveness and efficiency of program operations in relation to legislative, budgetary, and program planning.
  • Participates in the planning and development of the financial operations, budgeting, and accounting of funds for total operation of the Institute.
  • Oversees monitoring the budget process to ensure the timely, appropriate, and efficient expenditure of funds against the annual allotment; anticipates changes in funding levels; prepares proposals and justifies current and increased expenditures.
  • Advises in the planning and development of plans for new space both on and off NIH grounds, or in the renovation or alteration of existing space to meet Institute needs.

Qualifications

The classified title of this position is Supervisory Administrative Officer; however, the descriptive organizational title is Deputy Executive Officer and the position will be referenced as such throughout the announcement.

You qualify at the GS-15 level, if you meet one of the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: designing and overseeing the administrative strategy and programs aimed to increase compliance, alignment/standardization, efficiency, and advance organizational mission? Specifically, this specialized experience includes responsibilities such as: 1. Partnering with senior-level officials (e.g., executives, directors) to design/implement administrative initiatives (e.g., space management, travel services, property accountability) that increase organizational efficiency.; 2. Supervising a team of employees (i.e., selecting, training, and monitoring work). 3. Implementing HR programs and initiatives (e.g., specialty staffing, upward mobility, rotation programs).; 4. Developing, administering, and monitoring program budget to ensure compliance with policies, laws, and regulations; AND 5. Analyzing workload trends/projections to determine organizational structure and workforce needs (e.g., recruitment, placement).
