The County of Santa Clara has retained Berkeley Search Consultants to recruit for their Director, Adult and Older Adult System of Care – Substance Use Treatment Services. The County of Santa Clara, Behavioral Health Services Department is recognized as an innovative leader in the field, leading the Nation’s first Pay for Success Project in Mental Health, implementing allcove, a prevention/early intervention program for children and youth, based on Australia’s headspace model, and providing a robust mental health and substance use treatment system across the lifespan. The Department has 866 full-time employees, contracts with a large, community-based provider network, and manages an annual budget of $737 million.

Position Profile
The Director, Adult and Older Adult System of Care – Substance Use Treatment Services [AOA-SOC-SUTS] is responsible for planning, organizing, directing, coordinating, and evaluating the operations and staff in adult Substance Use Treatment Services (SUTS) within the Behavioral Health Services Department (BHSD). This position reports to the Deputy Director and is responsible for strategic direction, development/expansion, and operations and service delivery system for individuals with substance use disorders through Medi-Cal or who are uninsured. This position will serve as an executive leader within BHSD and will coordinate strategic efforts across multiple systems, including the broader health system, Public Health Department, and other community partners involved in the delivery of substance use treatment services.
The Deputy Director’s responsibilities are inclusive of but not limited to:
- Strategic Planning and Direction: Further develop and enhance the adult and older adult system of care in the context of current and future needs, strengths, and challenges. Keeps abreast of new trends and developments related to behavioral health and substance use treatment best practices. Implements new program and operational models and structures that enhance services, reduce costs, and improve quality.
- Executive Leadership: Collaborate with executive colleagues in the establishment and execution of the department’s goals and objectives, including budget, strategies, policies, and procedures. Coordinate with executive colleagues to strengthen an adult and older adult trauma informed service delivery system that is coordinated and seamless, person centered, and integrates diversity, equity, and inclusion.
- Organizational Excellence: Use data and best practices to direct and monitor the impact of the divisions, its programs, and coordination of care. Utilizes resources that balance efficacy, efficiency, and quality of services. Direct and lead subordinate managers in the development, maintenance, and evaluation of programs and staff performance.
- Collaboration: Lead cross-systems, county, community, and state collaboration to respond to emerging needs and to develop new opportunities to support the social-emotional well-being of adults and older adults experiencing a high level of acuity and needing intensive services.
Qualifications
Required: A master's degree from an accredited college or university in in Psychology, Social Work, Behavioral Sciences, Nursing, Public Administration, or a closely related field, AND
- Required: five years of recent administrative level experience in the management of behavioral health, substance use, impatient and residential programs, and/or services for adults and older adults and experience in the development and operations of temporary shelter and permanent housing programs.
- Licensure in Behavioral Health field such as Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, or Licensed Psychologist is preferred.
