AHA accomplishes this mission by providing affordable or subsidized housing at 15 different properties, administering approximately 1700 vouchers, and offering a variety of programs with case management.

Job Description

Responsible for the planning, direction, administration, coordination, and supervision of the daily activities for the Development Department to ensure efficient and reliable operations while meeting the goals and objectives established by the Board of Commissioners and Executive Director. Manages and oversees the acquisition, financing, re-financing, disposition, renovation, and new construction of affordable housing developments. Manages and reviews the financial impact of development decisions.

  • Develops and implements agency policies and guidelines and ensures compliance as related to Development.
  • Provides technical leadership, counsels, and advises staff, and responds to inquiries regarding program issues and concerns. Provides staff with proper training opportunities.
  • Coordinates housing development activities with other internal departments to ensure efficient and reliable operations.
  • Identifies real estate opportunities for housing development that supports agency goals and objectives. These goals include the potential partnerships with other non-profit agencies and for-profit groups for provision of additional affordable housing in targeted areas.
  • Identifies, analyzes, acquires and develops properties for preservation, rehabilitation or new construction. Oversees the evaluation of siting and marketing issues, entitlement, community notification, preparation of development budgets and operating proformas, preparation of funding proposals, and coordination of loan closings and reporting requirements.
  • Develops strategies for housing development, analyzes financial data and develops operating pro-forma. Evaluates long-term plans for holding or disposing of property.
  • Develops budgets, analyzes loan and financing structures, reviews legal documents, coordinates rehabilitation process specifications, and monitors construction progress.
  • Communicates regularly and seeks assistance from the Deputy Director, Finance in developing financing structures
  • Oversees the preparation of RFQs, RFPs and appropriate procurement of consultant service related to housing development; and the management and administration of such consultant services.
  • Oversees and manages multiple housing projects in various phases of the development process. Works closely with other AHA team members, and also with attorneys, accountants and other outside consultants to review legal and accounting documents, and other specialized services (appraisals, surveys, architectural, engineering, and other development-related documents. Oversees the design, entitlement and permitting process.
  • Assures preparation of “Closing Memo” and post-closing warranties for internal staff use.
  • Leads meetings for appropriate Development stakeholders.
  • Coordinates efforts to work with other housing and community development agencies, City, State, and local agencies, housing authorities, and private sector developers on city, state, and federal housing and community development issues, policy formulation, and other funding strategies.
  • Supervises the hiring, disciplinary action, performance appraisals, and termination of personnel for with input from the Executive Director.
  • Provides supervision and guidance to the Development Staff
  • Participates in weekly meetings with Department heads to maintain efficient communication of operations.
  • Prepares correspondence to Board. Prepares information and reports and makes recommendations to the Board and Executive Director as needed.
  • Identifies funding sources an oversees grant and loan applications for housing and program funding.
  • Identifies opportunities and oversees award applications for programs and developments completed by AHA.
  • Participates in the development of annual budgets for the Development function.
  • Implements technology upgrades and efficiencies in the Development function.
  • Reviews Property Financials. Ensures Development is operating within budget parameters.
  • Facilitates discussions between Departments.
  • Works with attorneys on lawsuits and claims filed against AHA – EEOC and liability lawsuits.

Qualifications

Four-year degree plus a minimum of (5) five years of progressively responsible experience in finance or management. Of the (5) five years, must have a minimum of (3) three years with lead responsibility for management and supervision. Additional education/experience desirable.

Solid knowledge of finance to include reading and understanding of expense, revenue and balance sheets.

Expert knowledge of housing development, finance, and project management.

Expert knowledge in the creation/use of complex spreadsheets utilizing Microsoft Excel.

Expert knowledge of federal and state rules and regulations related to housing development and property compliance.

Solid knowledge of accounting

National Development Council Certification preferred

Solid public speaking and presentation skills

Solid verbal and written communication skills with the ability to effectively communicate and interact with all levels of personnel and the general public

Additional Information

Conditions of employment:

Valid Colorado Driver License and proof of Insurance due to necessary travel amongst various local properties.
