Position Description

Position Overview:

The Director of Public Safety Technology is responsible for the direction of the Law Enforcement Technology, Public Safety Communications Services and Physical Security Technology divisions within Universal Services. The Director oversees development of enterprise standards and technology architecture, technology evaluation and transfer, the IT governance process for the respective divisions and manages strategic vendor and partner relationships.

The Director of Public Safety Technology supports and implements the department's core values, vision and mission statement.

Job Duties:

  • Leads the functional areas of public safety communications infrastructure and field operations, law enforcement technologies including mobile CAD/RMS, eCitation tools, physical security technologies including access control, security video and monitoring, and all-hazards support; to deliver secure, reliable, and scalable infrastructure and services.
  • Provides overall strategic direction and vision for divisional staff by developing, implementing and communicating information technology strategy related to public safety technologies, mission critical communications services, physical security technologies and all-hazards technology response.
  • Sets policies, procedures, technical standards, methods, and priorities to ensure compliance and allow state and local information compliance and industry best practices for public safety technology.
  • Evaluates existing public safety systems and plans long-term strategies to ensure technology capacity meets current and future requirements.
  • Leads overall public safety technology and internal/external business partner strategy and formal jurisdictional relationships including vendor contract technical support, Interlocal agreements and memorandums of understanding.
  • Supports All Hazards incident liaison and training operations with Harris County Office of Homeland Security and Emergency Management and other regional and state response agencies.
  • Develops mid to long-term plans for optimizing the division's, function, or sub-function and the talent required to execute strategies in job area.

Requirements

Education:

  • Bachelor's Degree in Computer Science, Information Systems, Engineering, or other related field or equivalent work experience.


Experience:

  • Typically has fifteen (15) or more years of IT and business/industry work experience including architecture design and deployment, systems life-cycle management and infrastructure planning and operations, with eight (8) years of leadership experience in managing multiple, large cross-functional teams or projects, and influencing senior level management and key stakeholders.


Knowledge, Skill & Abilities (KSAs):

  • Must possess excellent interpersonal and written/oral communication skills.
  • The ability to interact with staff at all levels.
  • Strong knowledge of personal computers and various software.
  • Knowledge of public safety, emergency preparedness and risk management.
  • FEMA certified.
  • Proficient in incident command system (ICS) protocols.
  • Must possess extensive knowledge of Land Mobile Radio (LMR) radio network.

Automatic Disqualification:

  • Convictions, probation, or deferred adjudication for any Felony, and any Class A Misdemeanor
  • Convictions, probation, or deferred adjudication for a Class B Misdemeanor, if within the previous 10 years
  • Open arrest for any criminal offense (Felony or Misdemeanor)
  • Family Violence conviction

General Information

Position Type and Typical Hours of Work:

  • Monday - Friday | 40hrs
  • Regular Full-time | Onsite Position
  • May be required to work more than forty hours during the workweek and/or weekends or on-call 24 hours a day to meet special projects and Public Safety events/incidents.
  • Subject to performing other duties as assigned
  • Must live or plan to live in the Houston Texas metropolitan area


Physical Demands:

  • Ability to lift at least 40 lbs. and/or move boxes and equipment as needed.
  • Subject to kneeling, crouching, handling, climbing, walking, sitting, twisting, and reaching are needed to perform the essential functions.

Special Requirements:

  • Must pass FBI Criminal Justice Information Services (CJIS) background checks before start date and Awareness Certification within 90 days of hire.
  • Must complete FEMA NIMS ICS COML training within 1 year of hire.
  • Must have a valid driver license.
